City of Fairbury City Council met Nov. 17.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, Gerald Hoffman and Bill Schmidgall. Gary Norris was absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Hoselton, second by Hoffman to approve the following items on the Consent Agenda:

A. Minutes from the November 3, 2021, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 6-0. YES-Endres Hoselton Kinate Weber Hoffman Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief reported

• On the passing Bob Porter

• He will be accepting applications soon

→ Sewer – Brad Duncan, Superintendent – no report

→ Water – Mike Mellott, Superintendent reported

• The water tower does not need to be cleaned

• The mixer for the water tower will be installed soon

→ Police – Robert McCormick, Chief reported

• The impound lot is up and running and all the cars have been moved out there

→ City – Brett Ashburn, Superintendent

• The parking lot behind old city hall/chamber office is finished; mail boxes have gone back up

• Two murals in Veteran’s Memorial Park were knocked down by a semi-truck; Martin is getting a quote for repairs so Dale Maley can reinstall them in the spring

→ Legal – Steven Mann, City Attorney was absent

→ Alderman Norris was absent

A. Motion by Schmidgall, second by Hoffman to approve Ordinance No. 2021-12 annexing the Olson property at 808 W Walnut Street to the City of Fairbury as industrial for auto salvage use. Motion carried 6-0. YES-Endres Hoselton Kinate Weber Hoffman Schmidgall

B. Motion by Kinate, second by Hoselton to approve a request from the Fairbury Area Chamber of Commerce to block Locust Street between 2nd & 4th Streets on Saturday, December 4th from 9 a.m. until approximately 12:30 p.m. for the annual Christmas parade. Motion carried 6-0. YES-Endres Hoselton Kinate Weber Hoffman Schmidgall

C. Motion by Kinate, second by Endres to approve Ordinance No. 2021-13 for The Levy and Assessment of Taxes For The Fiscal Year Ending April 30, 2022. Motion carried 6-0. YES-Endres Hoselton Kinate Weber Hoffman Schmidgall

D. Motion by Hoffman, second by Hoselton to approve City Health Insurance for 2022. Motion carried 6-0. YES-Endres Hoselton Kinate Weber Hoffman Schmidgall

E. Consideration of disbursement of remaining Health Insurance funds - TABLED

F. Motion by Kinate, second by Hoselton to approve Resolution No. 2021-11-17-A to abate fire bonds. Motion carried 6-0. YES-Endres Hoselton Kinate Weber Hoffman Schmidgall

G. Motion by Schmidgall, second by Kinate to approve Resolution No. 2021-11-17 to reappoint Sam Pica to the Zoning Board of Appeals for a five-year term. Motion carried 6-0. YES-Endres Hoselton Kinate Weber Hoffman Schmidgall

H. Motion by Kinate, second by Endres to approve a quote from All Weather Courts to resurface the Basketball court at North Park with an option for additional crack filling not to exceed $15,000. Motion carried 6-0. YES-Endres Hoselton Kinate Weber Hoffman Schmidgall

11. Other Items for Discussion & Information

A. 2020-2021 Fiscal Year Reports were shared

B. Alderman Hoffman asked why the unaccounted water loss for fiscal year 2020-2021 was so high

13. Motion by Schmidgall, second by Kinate to enter Executive Session at 7:18 p.m.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

Motion by Kinate, second by Schmidgall to enter Open Session at 7:23p.m.

ACTION AFTER CLOSED SESSION: NONE

14. Adjournment – Motion by Schmidgall, second by Kinate to adjourn at 7:23 p.m.
