City of Fairbury City Council met Dec. 1.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Bruce Weber, Gerald Hoffman and Bill Schmidgall. Jon Kinate was absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Hoselton, second by Schmidgall to approve the following items on the Consent Agenda:

A. Minutes from the November 17, 2021, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 6-0. YES-Norris Endres Hoselton Weber Hoffman Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

⮚ State Representative Daniel P Brady presented Judy Dameron, Heather Schweizer and Chris Dameron with a Resolution from the Illinois House of Representatives memorializing their husband and father,

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief was absent

→ Sewer – Brad Duncan, Superintendent – no report

→ Water – Mike Mellott, Superintendent – no report

→ Police – Robert McCormick, Chief reported

• He secured a spot at the Police Academy for January which will put the Officer on the street in April

→ City – Brett Ashburn, Superintendent reported

• The City received the approval for the final payment of $71,000 from CURES

→ Legal – Steven Mann, City Attorney – no report

A. Motion by Schmidgall, second by Hoselton to approve Ordinance No. 2021-14 amending trick or treat hours. Motion carried 6-0. YES-Norris Endres Hoselton Weber Hoffman Schmidgall

B. Motion by Weber, second by Hoselton to approve a quote from CB&S to replace ammonia/PH meter at wastewater plant in amount of $2,701. Motion carried 6-0. YES Norris Endres Hoselton Weber Hoffman Schmidgall

C. Consideration of employee Holiday gifts – TO BE ACTED ON AFTER EXECUTIVE SESSION

D. Motion by Hoselton, second by Hoffman to approve Ordinance No. 2021-15 amending Chapter 5 in relation to water rates and charges. Motion carried 6-0. YES-Norris Endres Hoselton Weber Hoffman Schmidgall

E. Motion by Hoselton, second by Hoffman to approve Ordinance No. 2021-16 amending Chapter 5A in relation to sewer rates and charges. Motion carried 6-0. YES-Norris Endres Hoselton Weber Hoffman Schmidgall

13. Motion by Schmidgall, second by Norris to enter Executive Session at 6:47 p.m.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

Motion by Schmidgall, second by Weber to enter Open Session at 7:20 p.m.

ACTION AFTER CLOSED SESSION:

9A. Motion by Weber, second by Hoffman to deposit remaining health insurance funds into the general fund. Motion carried 6-0. YES-Norris Endres Hoselton Weber Hoffman Schmidgall

10C. Motion by Hoselton, second by Weber to approve employee holiday gifts to be the same as 2020 gifts. Motion carried 6-0. YES-Norris Endres Hoselton Weber Hoffman Schmidgall

14. Adjournment – Motion by Schmidgall, second by Hoselton to adjourn at 7:23 p.m.
