City of Fairbury City Council met Feb. 16.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:33 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Jon Kinate, Gerald Hoffman, James Tipton and Bill Schmidgall. Charles Hoselton and Bruce Weber were absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Endres to approve the following items on the Consent Agenda:

A. Minutes from the January 19, 2022, council meeting

B. February 2, 2022 and February 16, 2022 Voucher Invoice Registers listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 6-0. YES-Norris Endres Kinate Hoffman Tipton Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

⮚ Resident Ann Ulitzsch addressed the council, expressing concerns over alley-only access during heavy snows.

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief was absent

→ Sewer – Brad Duncan, Superintendent was absent

→ Water – Mike Mellott, Superintendent was absent

→ Police – Robert McCormick, Chief - no report

→ City – Brett Ashburn, Superintendent reported

• Republic Garbage Services is preparing a quote for trash and recycling pickup in the City of Fairbury

→ Legal – Steven Mann, City Attorney reported

• He will research the new Statement of Economic Interests elected and appointed government officials are required to complete every year and return his legal opinion

7. Reports of Aldermen

→ Alderman Norris – no report

→ Alderman Endres – no report

→ Alderman Hoselton was absent

→ Alderman Kinate – no report

→ Alderman Weber was absent

→ Alderman Hoffman – no report

→ Alderman Tipton – no report

→ Alderman Schmidgall was very pleased with the Street Department’ clearing of snow during and after the snow storm

8. Items Removed from Consent Agenda

9. Old Business – Discussion/Action Items

A. Consideration of bids received to install acoustic panels in the council chambers – FAILED; LACK OF MOTION

10. New Business – Discussion/Action Items

A. Motion by Schmidgall, second by Kinate to approve Ordinance No. 2022-2 vacating portions of blocks 19 and 20 in Atkins Second Addition to the City of Fairbury, Illinois. Motion carried 6-0. YES-Norris Endres Kinate Hoffman Tipton Schmidgall

B. Motion by Kinate, second by Norris to approve Ordinance No. 2022-3 amending chapter 5 in relation to water charges. Motion carried 6-0. YES-Norris Endres Kinate Hoffman Tipton Schmidgall

C. Motion by Schmidgall, second by Hoffman to approve Ordinance No. 2022-4 amending chapter 5A in relation to sewer charges. Motion carried 6-0. YES-Norris Endres Kinate Hoffman Tipton Schmidgall

D. Motion by Norris, second by Kinate to increase water and sewer rate charges by 2% for 2022-23 fiscal year. Motion carried 6-0. YES-Norris Endres Kinate Hoffman Tipton Schmidgall

E. Motion by Kinate, second by Schmidgall to approve a donation in the amount of $750 to Show Bus Public Transportation. Motion carried 6-0. YES-Norris Endres Kinate Hoffman Tipton Schmidgall
