McLean County Finance Committee met March 2.

Here are the minutes provided by the committee:

The Finance Committee of the McLean County Board at 4:30 p.m. in Room 400 of the Government Center, 115 East Washington Street, Bloomington, IL.

Members Present: Chairman Catherine Metsker, Members Chuck Erickson, Josh Barnett, William Friedrich and Val Laymon

Members Absent: Member Gerald Thompson

Other Members Present: None

Staff Present: Cassy Taylor, County Administrator; Cathy Dreyer, Assistant County Administrator; Chris Spanos First Assistant State’s Attorney – Civil Division; Julie A. Morlock, Recording Secretary; Ashley

Scarborough, Assistant State’s Attorney

Officials Present: Marshell Thomson, Animal Control; Michelle Anderson, County Auditor

Others Present: None

Chairman Metsker called the meeting to order at 4:35 p.m. and declared a quorum.

Chairman Metsker presented the February 7, 2022, special meeting minutes of the Finance Committee for approval.

Motion by Erickson/Friedrich to approve the February 7, 2022, special meeting minutes of the Finance Committee.

Motion carried.

Chairman Metsker confirmed with Ms. Taylor there were no requests to speak by members of the public or employees.

Ms. Michelle Anderson, County Auditor presented for action a request to approve an Ordinance of the McLean County Board Amending the 2021 Combined Annual Budget and Appropriation Ordinance and an Ordinance of the McLean County Board Amending the 2022 Combined Annual Budget and Appropriation Ordinance. Ms. Anderson explained these documents are rollovers of purchase orders from the 2021 budget to the 2022 budget.

Motion by Laymon/Friedrich to recommend approval of an Ordinance of the McLean County Board Amending the 2021 Combined Annual Budget and Appropriation Ordinance and an Ordinance of the McLean County Board Amending the 2022 Combined Annual Budget and Appropriation Ordinance.

Motion Carried.

Chairman Metsker indicated Ms. Rebecca McNeil, Treasurer was not present but her reports were handed out to the Committee. Ms. Metsker summarized information given in the reports.

It was noted that Blue Cross Blue Shield report was delayed because numbers were not available and would be presented next month.

Motion by Laymon/Barnett to accept and place on file the County Treasurer’s Monthly Financial Reports.

Motion Carried.

Chairman Metsker indicated Ms. Kathy Michael, County Clerk was not present but her monthly report to the Committee was in the packet. Chairman Metsker asked if there were any questions; hearing none, she moved to the next item on the agenda.

Ms. Marshell Thomson, Animal Control Director presented her monthly reports. Ms. Thomson indicated they would be doing spring-time wildlife education for the public. She reminded them to please call Animal Control with any public concerns about wildlife. Ms. Metsker asked about going to see the animal control building now that the restoration work was complete. Ms. Taylor noted they were issuing an RFP for a new and improved animal control facility. Committee indicated they would try to schedule time individually to go to Animal Control. Chairman Metsker asked if there were any questions; hearing none, she thanked her.

Chairman Metsker presented the Finance Committee with transfers and bills in the amount of $972,113.31 for review, and approval as transmitted by the County Auditor.

Motion by Barnett/Friedrich to approve the bills as presented.

Motion carried.

Ms. Cassy Taylor, County Administrator presented for action a request to approve a Class C Raffle Application for the Illinois Association of Chiefs of Police. Ms. Taylor noted this is an annual application that benefits Special Olympics.

Motion by Laymon/Barnett to recommend approval of a Class C Raffle Application for the Illinois Association of Chiefs of Police.

Motion Carried.

Ms. Cassy Taylor, County Administrator presented for action a request to approve an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2021 Combined Annual Appropriation and Budget Ordinance for the Treasurer and County Clerk Offices. Ms. Taylor noted this is end of year budget clean-up in preparation for the Audit.

Motion by Barnett/Erickson to recommend approval of an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2021 Combined Annual Appropriation and Budget Ordinance for the Treasurer and County Clerk Offices.

Motion Carried.

Ms. Metsker asked for a motion to go into a Closed Session pursuant to 5 ILCS 102/2(c)(11): Pending Litigation. Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.

Motion by Friedrich/Barnett to go into a Closed Session pursuant to 5 ILCS 102/2(c)(11): Pending Litigation. Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.

Motion carried.

Finance Committee entered closed session at 4:55 p.m.

Finance Committee returned to open session at 6:00 p.m.

Chairman Metsker asked if there was other business to come before the Committee; hearing nothing, she adjourned the meeting at 6:00 p.m.
