City of Fairbury City Council met April 20.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, Gerald Hoffman, James Tipton and Bill Schmidgall.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Hoselton, second by Schmidgall to approve the following items on the Consent Agenda:

A. Minutes from the April 6, 2022, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief – no report

→ Sewer – Brad Duncan, Superintendent reported

• The IEPA commissioned a total maximum daily load study on the Vermillion River where they measured nitrates, nitrites, etc. The study is now complete and the IEPA will hold a virtual public hearing on Wednesday, May 4th; he and City Superintendent Ashburn plan to attend

→ Water – Mike Mellott, Superintendent was absent

→ Police – Robert McCormick, Chief reported

• The newest recruit will be graduating Friday, April 22nd

→ City – Brett Ashburn, Superintendent reported

• The Water Department has installed half the new meters

• Sewer Superintendent Brad Duncan is up for Operator of the Year; the winner will be announced in Springfield next week

→ Legal – Steven Mann, City Attorney reported

• The Statements of Economic Interest forms are due May 1st and encouraged anyone who had questions to reach out to him

→ Alderman Norris – no report

→ Alderman Endres – no report

→ Alderman Hoselton – no report

→ Alderman Kinate – no report

→ Alderman Weber – no report

→ Alderman Tipton reported he’d like to go into Executive Session to discuss a concern from a constituent under Litigation – Section 2(c)(11)

A. Consideration of a green energy program for Ameren electric bills – FAILED – LACK OF MOTION

10. New Business – Discussion/Action Items

A. Motion by Hoffman, second by Schmidgall to approve the City Fiscal Budget for 2022- 2023. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

B. Motion by Weber, second by Kinate to approve a proposal from Kelly Electric in the amount of $35,911 to be split equally with IDOT to upgrade the traffic lights. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

C. Motion by Endres, second by Weber to approve the purchase of a memorial stone from Pontiac Granite in the amount of $4,575 in Lynn Dameron’s memory. Motion carried 8- 0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

Motion by Kinate, second by Hoffman to enter Open Session at 8:03 p.m. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

14. Adjournment – Motion by Schmidgall, second by Hoffman to adjourn at 8:04 p.m.
