City of Chenoa City Council met Feb. 22.
Here are the minutes provided by the council:
The Chenoa City Council met in regular session at 6:30 p.m. at City Hall. Mayor Wilder, Commissioners Buchanan, Joey Bell, Jay Bell, Attorney Mann and billing clerk Mullen were in attendance.
#5359 Commissioners Jay Bell and Buchanan moved and seconded the Motion that the Minutes of the Regular Meeting of February 8, 2022 be approved. That the bills and payrolls be allowed, and orders on the Treasurer be drawn in payment of same. The roll call vote was affirmative.
#5360 Mayor Wilder and commissioner Jay Bell moved and seconded the Motion to approve to give the Red Carpet Corridor a donation in the amount of $500.00. The roll call vote was affirmative.
#5361 Commissioners Buchanan and Joey Bell moved and seconded the Motion to approve to give the 4th of July committee a donation in the amount of $1250.00. The roll call vote was affirmative.

IN OTHER BUSINESS BEFORE THE COUNCIL:
Comments from the Floor
Sarah Michaels attended the meeting part way through and missed the results for the amount approved to give to the Red Carpet Corridor which then was answered by Mayor Wilder. It was then that it was brought to Sarah’s attention by Commissioner Buchanan about a program that Commissioner Joey Bell had mentioned about the one hundredth year anniversary in 2026 for the Red Carpet Corridor. Sarah then mentioned that the Red Carpet Corridor routes from Joliet IL to Lexington IL and each committee on the route has their own individual festival during May 6th thru the 7th. Sarah has increased the route in and through Chenoa. There is a classic car drive-in already scheduled, which will be the entire point then leading past the Matthew T. Scott home, then to the Chenoa pharmacy where there will be at least one food truck if not more. Following that the route will go to the Chenoa Fitness Center for pictures with the mural and hashtags will be made up. Then down to the corner before heading south. In addition, there will be a 5K going on that Saturday morning and garage sales will be happening that Friday and Saturday and maps for that will be handed out at Caseys and the Chenoa Pharmacy. The Pharmacy has already made a donation.
Approve to give the Red Carpet Corridor a donation in the amount of $500.00
Mayor Wilder suggested that since the Red Carpet Corridor is becoming smaller they should reduce the usual amount of donation to $500.00. Commissioner Joey Bell mentioned the Red Carpet Corridor has received grant money. The council had no further questions.
Approve to give the 4th of July committee a donation in the amount of $1250.00
Mayor Wilder stated that the 4th of July committee usually receives $2500.00 every year. Commissioner Buchanan agrees with cutting all donations in half resulting in the 4th of July committee receiving the $1250.00 this year. Zach Lopeman would like it to be known that now the 4th of July committee has to pay for their own insurance which is quoted to be around $2500.00 but they are shopping for other options. The fireworks company mentioned that to have the same show as last year the cost would go up 20%. Zach Lopeman stated the 4th of July committee is contracted for up to $21,000 for fireworks but last year's show was bumped up to a $30,000 show. The council had no further questions.
Approve an Ordinance Amending Title 4 Section 4 of the City Code Regarding City Waste Violations and Revising General Penalty
Mayor Wilder stated that the minimum fine for the violation would rise to $250.00 for dumping at city dump. It states what can not be dumped out there such as electronics, oil based paints, pesticides, automotive tires, concrete, furniture, any toxic household products, and in addition to any single item which exceeds 75 pounds. Mayor Wilder says we have the right to charge up to $750.00 per incident. Cameras and signs are being worked on getting installed.

Commissioner Joey Bell mentioned that Chenoa park has been being taken down. It has been discussed about keeping the old stuff and putting it out at the pond like the smaller items such as the swings and teeter totter and the larger items put in the auction at the community sale. William Casner offered $500.00 for the park equipment. He states that he grew up with it and would like his kids to as well. Commissioner Joey Bell makes the offer that William Casner pays the offered $500.00 along with taking down the equipment. Attorney Mann is to write up a waiver. Meeting for next morning to discuss waiver.
Approve the purchase of a New Squad Car in the amount of $27,383.00 From Thomas Dodge Chrysler Jeep
Mayor Wilder mentioned that it will be a change from the Expedition to a new Dodge. We got the equipment for the new install at the beginning of the year so that is ready. Police Chief Travis Cornwall explained that they went with a new company instead of Hellers because of the shortage. Cornwall states that the scheduled built date is February 24th with a 30 day lead time to the end of April. The new company will carry over the 2021 pricing to the 2022 pricing. Commissioner Joey Bell questions what will happen with the old Expedition. Cornwall answered they would sell it, there are already people interested in buying it. Cornwall states they shouldn't have to buy a new car for at least another 3 more budget years.
Discuss the city billboard
Commissioner Buchanan mentioned that we own the billboard just west of Show Bus and Wallys has expressed interest in renting the billboard for about $250.00 per month. That $250.00 per month could cover the cost of being able to advertise events in Chenoa. Wally's would not like to get into a lease but rent month to month.

Update on ISO who does the fire rating for Chenoa, the lower it is the cheaper the home owners insurance will be. Hoping we can stay where we are or go lower. We are also participating in a program through the state of Illinois about Covid where they test our sewer water for Covid. There was a peak on January 5th and then came back down. We got a free sampler out of it.
