City of Fairbury City Council met May 4

City of Fairbury City Council met May 4.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, James Tipton and Bill Schmidgall.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Hoselton, second by Endres to approve the following items on the Consent Agenda:

A. Minutes from the April 20, 2022, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 5-0. YES-Norris Endres Hoselton Tipton Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief reported

• He needs to purchase one new fire coat

→ Sewer – Brad Duncan, Superintendent – no report however, Mayor Slagel congratulated Superintendent Duncan on winning the Waste Water Operator of the Year award from the IAWPCO

→ Water – Mike Mellott, Superintendent was absent

→ Police – Robert McCormick, Chief – no report

→ City – Brett Ashburn, Superintendent reported

• He scheduled a Streets & Alleys committee meeting for Wednesday, May 11th @ 6 p.m. to discuss the future of garbage and recycling pickup

→ Legal – Steven Mann, City Attorney was absent

7. Reports of Aldermen

→ Alderman Norris reported pool passes are available for purchase

→ Alderman Endres – no report

→ Alderman Hoselton – no report

→ Alderman Kinate was absent

→ Alderman Weber was absent

→ Alderman Hoffman was absent

→ Alderman Tipton – no report

→ Alderman Schmidgall – no report

10. New Business – Discussion/Action Items

A. Motion by Schmidgall, second by Norris to approve closing the City of Fairbury (CDAP) Bank of Pontiac checking account, number ending with 755, with the funds to be moved to the Bank of Pontiac Insured Cash Sweep account and to be tracked separately from the other funds in that account. Motion carried 4-1. YES-Norris Endres Tipton Schmidgall NO-Hoselton

B. Motion by Hoselton, second by Schmidgall to approve closing the City of Fairbury – Brian J Munz Public Safety Morton Community Bank account, number ending with 752, with the funds to be moved to the City of Fairbury Fire Dept. account at Morton Community Bank. Motion carried 5-0. YES-Norris Endres Hoselton Tipton Schmidgall

C. Motion by Hoselton, second by Norris to approve the Bank of Pontiac, Busey Bank, Morton Community Bank, First State Bank of Forrest and The Illinois Funds as the financial institutions for the City of Fairbury and to approve Dale Diller, Nancy Widlacki, Alexandria Voorheis and Brett Ashburn as check signers. Motion carried 5-0. YES-Norris Endres Hoselton Tipton Schmidgall

D. Motion by Hoselton, second by Schmidgall to approve Bank of Pontiac as the financial institution for the City of Fairbury Police Department restricted funds and unawarded seized funds accounts and to approve Randall Vedder, Dale Diller, Robert McCormick and Brett Ashburn as check signers. Motion carried 5-0. YES-Norris Endres Hoselton Tipton Schmidgall

E. Motion by Endres, second by Norris to approve bills to be paid during the year to the Postmaster for postage, Dominy Library for memorials, Livingston County Circuit Clerk for recordings, and health care payments specifically: health, dental, eye and third party payer, along with Workman’s Comp, Commercial, and Professional Insurances. Also, gas credit card bills to avoid late charges if the bill arrives in between payment cycles/board meetings. Motion carried 5-0. YES-Norris Endres Hoselton Tipton Schmidgall

F. Motion by Schmidgall, second by Norris to approve Ordinance No. 2022-5 amending Chapter 5 of the municipal code of the City of Fairbury in relation to irrigation meters and charges. Motion carried. YES-Norris Endres Hoselton Tipton Schmidgall

G. Motion by Norris, second by Hoselton to approve increasing the amount of cost share per square foot for sidewalk and parking area concrete to $2.50. Motion carried 5-0. YES-Norris Endres Hoselton Tipton Schmidgall

Amber Chambers asked the council to consider amending the ordinance that says campers need to be stored in the rear yard
