City of Fairbury City Council met July 6

City of Fairbury City Council met July 6.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:36 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, Gerald Hoffman, James Tipton and Bill Schmidgall.

3. Pledge of Allegiance 

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Norris to approve the following items on the Consent Agenda:

A. Minutes from the June 15, 2022, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments: 

⮚ Joe Costa provided an update on the resurfacing of the tennis courts, pickleball courts and the basketball court 

6. Reports of Departments 

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief – no report 

→ Sewer – Brad Duncan, Superintendent – no report

→ Water – Mike Mellott, Superintendent – no report

→ Police – Robert McCormick, Chief – no report

→ City – Brett Ashburn, Superintendent reported

• The railroad is set to begin work replacing crossings on 1st, 4th, 5th and 7th Streets; these crossings will be closed up to 5 days. The railroad will return to replace 2nd and 3rd Streets at a later date

→ Legal – Steven Mann, City Attorney was absent

7. Reports of Aldermen 

→ Alderman Norris has received several inquiries regarding the garbage transition; City Superintendent Ashburn informed the council that an informational letter is being drafted and should be mailed to each address very soon

→ Alderman Endres reported a resident complained to him that city trees were rubbing his roof and wondered if the city was going to be trimming. Street Superintendent Steidinger indicated property owners should trim low-hanging branches

→ Alderman Hoselton – no report

→ Alderman Kinate – no report

→ Alderman Weber – no report

→ Alderman Hoffman – no report

→ Alderman Tipton – no report

→ Alderman Schmidgall – no report

A. Motion by Kinate, second by Hoffman to approve a $500 donation request from the Fairbury Fair. Motion carried 6-2. YES-Norris Endres Kinate Hoffman Tipton Schmidgall NO-Hoselton Weber

B. Motion by Hoselton, second by Schmidgall to approve a quote from Cloudpoint Geospatial in the amount $12,155 for new mapping software. Motion carried 8-0. YES Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

C. Motion by Hoselton, second by Hoffman to approve a request from Santos Mendoza, owner of George’s Dawghouse, LLC, to sell hotdogs and other items on an on-going basis in North Park. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

D. Motion by Kinate, second by Hoselton to approve a request from Zoning Administrator Nancy Widlacki to relocate Article XII, 12.5 to Article V, 5.7, L. Motion carried 8-0. YES Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

E. Motion by Hoselton, second by Kinate to approve a $50,000 budget amount to replace the Fire Rescue Suburban. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

F. Motion by Schmidgall, second by Weber to approve Ordinance No. 2022-9 vacating an alley on E Locust Street. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

G. Motion by Weber, second by Kinate to approve the purchase of a vehicle for the Sewer Department not to exceed $60,000. Motion carried 8-0. YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall
