City of Fairbury City Council met Sept. 7.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Gerald Hoffman, James Tipton and Bill Schmidgall. Bruce Weber was absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Tipton to approve the following items on the Consent Agenda:

A. Minutes from the August 17, 2022, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. 305 Mirlynbeth – 132 sq ft @ $2.50 sq ft = $330; 313 E Oak – 280 sq ft @ $2.50 sq ft = $700; 306 E Locust – 760 sq ft of sidewalk @ $2.50 sq ft = $1,900; 306 E Locust – 2,040 sq ft of off-street parking @ $2.50 sq ft = $5,100

F. Overtime Report

Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Tipton Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

⮚ Mike Haerr, Superintendent for the Veteran’s Administration

Commission in Livingston County, IL provided the City Council with valuable information and resources available to veterans of Livingston County

⮚ Pam Price, resident of Stanley Dr., complained about her neighbor’s camper sitting on the city easement

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief reported

• The dump truck transmission has a crack in it and needs to be replaced before winter; the dump truck is used for snow removal

→ Sewer – Brad Duncan, Superintendent was absent

→ Water – Mike Mellott, Superintendent was absent

→ Police – Robert McCormick, Chief reported

• His department will be attending upcoming training with SELCAS

→ City – Brett Ashburn, Superintendent reported

• The auditors would like to present their findings from the 2021-2022 audit before the next council meeting on September 21st

→ Legal – Steven Mann, City Attorney was absent

7. Reports of Aldermen

→ Alderman Norris – no report

→ Alderman Endres reiterated Pam Price’s reason for attending the meeting

→ Alderman Hoselton reported he’s received several complaints regarding the stack of mattresses at 1st & Oak Streets

→ Alderman Kinate reported he also has received complaints about the stack of mattresses; also noted receiving complaints about the sign at 7th & Chestnut Streets

→ Alderman Weber was absent

→ Alderman Hoffman – no report

→ Alderman Tipton asked for follow-up regarding golf carts on S 1st St

→ Alderman Schmidgall – no report

8. Items Removed from Consent Agenda

9. Old Business – Discussion/Action Items

10. New Business – Discussion/Action Items

A. Motion by Norris, second by Hoffman to approve a request from the Student Senate of Prairie Central High School to use city streets on Friday, September 23rd @ 2:30 p.m. and continuing for approximately one-half hour for the annual Homecoming Parade. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Tipton Schmidgall

B. Motion by Kinate, second by Schmidgall to approve the renewal a 1-year maintenance agreement in the amount of $2,055 with Braniff Communications for Outdoor Warning Sirens. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Tipton Schmidgall

C. Motion by Schmidgall, second by Kinate to approve amending Chapter 6 for the purpose of distributing and charging the end user for 35-gallon trash carts. Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Tipton Schmidgall

D. Consideration of quotes received for the purchase of a police squad – QUOTES WERE SHARED
