City of Fairbury City Council met Aug. 17

Here is the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Gerald Hoffman, James Tipton and Bill Schmidgall. Bruce Weber was absent.

3. Pledge of Allegiance 

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Hoselton to approve the following items on the Consent Agenda:

A. Minutes from the August 3, 2022, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 7-0. YES-Norris Endres Hoselton Kinate Hoffman Tipton Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments: 

⮚ Deb Moran, ESDA Director for the City of Fairbury, announced plans are in place for a disaster drill in October or November. More details will follow 

6. Reports of Departments 

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief reported 

• The lights were installed at the Fire Station

• A new sewer main was recently completed in the alley of the 100 block of W Locust St

→ Sewer – Brad Duncan, Superintendent was absent

→ Water – Mike Mellott, Superintendent was absent

→ Police – Robert McCormick, Chief reported

• He would like to go into Executive Session after the council meeting

→ City – Brett Ashburn, Superintendent – no report

→ Legal – Steven Mann, City Attorney was absent

7. Reports of Aldermen 

→ Alderman Norris reported he’s been hearing all good things on the new garbage service

→ Alderman Endres – no report

→ Alderman Hoselton – no report

→ Alderman Kinate – no report

→ Alderman Weber was absent

→ Alderman Hoffman – no report

→ Alderman Tipton reported on golf carts traveling south on First Street past the race track

→ Alderman Schmidgall – no report

8. Items Removed from Consent Agenda

9. Old Business – Discussion/Action Items

10. New Business – Discussion/Action Items 

A. Motion by Kinate, second by Schmidgall to approve a quote in the amount of $11,886 for the purchase of a flat-bed for a fire department truck. Motion carried 6-1. YES Norris Hoselton Kinate Hoffman Tipton Schmidgall NO-Endres

B. Consideration of a request to appeal the Zoning Board of Appeals decision on behalf of Brian and Becky Miller (?) – This item was approved at the Zoning Board of Appeals Hearing on Monday, August 15, 2022; consideration by the City Council is not required

A. Catton’s Creamery requested timed parking signs be placed outside their shop – Council chose not to act at this time 

12. Public Comment

13. Motion by Schmidgall, second by Hoffman to enter Executive Session at 6:59 p.m. 

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee). 

Motion by Norris, second by Kinate to enter Open Session at 7:17 p.m. 

ACTION AFTER EXECUTIVE SESSION  

NONE  

14. Adjournment – Motion by Schmidgall, second by Hoffman to adjourn at 7:17 p.m.
