City of Fairbury City Council met Nov. 16

City of Fairbury City Council met Nov. 16.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Jon Kinate, Bruce Weber, Gerald Hoffman, James Tipton and Bill Schmidgall. Charles Hoselton was absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Tipton, second by Schmidgall to approve the following items on the Consent Agenda:

A. Minutes from the October 19, 2022, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

➢ Deb Moran handed out minutes from the Monday, November 7th disaster drill

➢ Members from the Tarbolton Masonic Lodge #351 John Bogucki and Bill Cox presented the police department with a $3,400 check from proceeds raised at their golf outing.

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief reported • The street dept is purchasing skid steer tires for $1,500.

→ Sewer – Brad Duncan, Superintendent– no report

→ Water – Mike Mellott, Superintendent – absent

→ Police – Robert McCormick, Chief reported

• The investigation vehicle is having mechanical issues. The police dept is making progress on getting rid of seized vehicles.

→ City – Brett Ashburn, Superintendent reported

• Lowering the fees of the 35-gallon trash carts has resulted in more customers requesting cans.

→ Legal – Steven Mann, City Attorney – absent

→ Alderman Norris – no report

→ Alderman Endres – no report

→ Alderman Hoselton – absent

→ Alderman Kinate – no report

→ Alderman Weber – no report

→ Alderman Hoffman – no report

→ Alderman Tipton followed up that his constituent is pleased with the lowering of the 35-gallon trash cart charges.

→ Alderman Schmidgall – no report

A. Motion by Kinate, second by Endres to abate the 2022 levy bonds for general obligations for Brian J Munz Safety Complex. Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall

B. Motion by Weber, second by Hoffman to approve a resolution to appoint Alexandria Reis as the City’s FOIA Officer. Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall

C. Motion by Weber, second by Kinate to approve a resolution to appoint Alexandria Reis as the City’s OMA Officer. Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall

D. Motion by Schmidgall, second by Tipton to approve an Annexation Ordinance. Motion carried 7-0. YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall

E. Motion by Kinate, second by Weber to approve recommended hire for Utility Billing Clerk. Motion carried 7-0 YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall

F. Motion by Kinate, second by Norris to purchase a new camera system for sewer line inspections. Motion carried 7-0 YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall

G. Motion by Endres, second by Norris to approve ordinance amendments to Municipal Code Book Chapter 6 Refuse & Garbage. Motion carried 7-0 YES-Norris Endres Kinate Weber Hoffman Tipton Schmidgall

12. Public Comment

13. Motion by Norris, second by Schmidgall to enter Executive Session at 6:57 p.m.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

B. Litigation – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Schmidgall, second by Hoffman to enter Open Session at 7:15 p.m.
