Hudson Area Public Library District Board of Trustees met Sept. 13.

Here are the minutes provided by the board:

The Budget and Appropriations Ordinance Hearing was called to order at 6:15 p.m. by President Rinda. Board members present are Nancy Rinda, Gwyn Whitacre, Ronda Hess, Corey Burgess & Dianne Feasley plus Director, Jenny Losey, Erin Corbin and Micha Birky. Hearing was closed at 6:30p.m. No one came to ask questions.

The regular meeting was called to order at 6:30p.m. by President Rinda. Members present Nancy Rinda, Gwyn Whitacre, Ronda Hess, Corey Burgess, Dianne Feasley, and Kevin Segerstrom. Director Jenny Losey, Erin Corbin and Micha Birky were also present. (We had enough for a quorum).

A motion was made by Ronda to accept the minutes of last meeting as presented. A second by Dianne.

Jenny reviewed the Director's Report. The landscaping around the sign has begun. A "BIG" thank you to "The Wild Ones" for the plants and the planting of the plants. Augusta Lawncare prepared the area and dug a hole for the serviceberry. Mulching and dry riverbed to be added. A great turnout for the Community Block Party. 169 people attended. Lions Club donated grilled pork chop sandwiches, Hudson Havoc volunteered to run the table games and hand out prizes. Joe Curtis donated his time and equipment as DJ. Jenny suggested that we review the Per Capita Grant before it is due next time. Also, a discussion about 2022 Levy Ordinance which will be in New Business.

Secretary's Report

Dianne made the motion to accept the Budget & Appropriation Ordinance 2022-2023-02. Second by Kevin. Accepted by open outcry.

Kevin made the motion to accept the Special Reserve Ordinance 2022-2023-03. Second by Dianne. Accepted by open outcry.

Erin Corbin was then sworn in as a new Library Trustee.

Meeting was suspended at 6:44p.m. and then the Meeting was reconvened at 6:45p.m. Board Members present: Nancy Rinda, Gwyn Whitacre, Ronda Hess, Corey Burgess, Dianne Feasley, Kevin Segerstrom and Erin Corbin. The Director, Jenny Losey was present and also community member Micah Birky. (Enough for a quorum).

Old Business

Library Feasibility Study - Rick McCarthy, from Studio GC gave a presentation on ideas for adding on to the library. For example, determining the future needs of the library, like, more Juvenile space, more Youth space and meeting space.

Treasurer's Report

Dianne reviewed the Treasurer's report and pointed out that utilities are a little higher than estimated. Gwyn made a motion to accept the Treasurer's Monthly Expense Report as presented. The second by Corey.

The Board reviewed the year-to-date financial reports.

A motion was made by Ronda to accept the Annual Treasurer's Report as presented. A second

by Kevin and approved by open outcry.

President's Report

Nothing to report at this time.

New Business

No changes were made to the Disaster Plan.

Dianne made a motion to reapprove the Disaster Plan. Second by Gwyn.

There was discussion on the Decennial Committee on Local Government Efficiency Act.

The current Library Board, The Library Director and 2 Voluntary Committee Members need to meet 3 times and submit a report. The Committee will dissolve after the report. It then reconvenes and meet at least once every 10 years thereafter. Our two Voluntary Committee Members are Micha Birky and Melissa Engel for this committee.

We discussed the 2022 Levy. We need to increase the levy for Social Security and Liability funds. We need to have a Truth-in-Taxation hearing because the levy is more than 105%. A copy of the hearing notice needs to be published in the paper 7-14 days prior to the hearing. For an average home, taxes would go up about $20 for the year. The Board agreed to levying for the 109.5% increase (option C on the handout), so that we would not have to have a levy every year.

The next meeting will be Tuesday, October 11th at 6:30p.m.
