City of Fairbury City Council met Dec. 21.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, James Tipton and Bill Schmidgall. Gerald Hoffman arrived at 6:34pm.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Hoselton, second by Kinate to approve the following items on the Consent Agenda:

A. Minutes from the December 7, 2022, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 7-0. YES-Norris Endres Hoselton Kinate Weber Tipton Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief- absent

→ Sewer – Brad Duncan, Superintendent– absent

→ Water – Mike Mellott, Superintendent – absent

→ Police – Robert McCormick, Chief –

• Detective Rafferty was accepted into the FBI Child Exploitation and Human Trafficking task force

→ City – Brett Ashburn, Superintendent

• Asked if City Hall could be closed Friday with the impending weather.

→ Legal – Steven Mann, City Attorney – no report

→ Alderman Kinate – Shared concern about potholes on Route 24

8. Items Removed from Consent Agenda

9. Old Business – Discussion/Action Items

A. Consideration to approve Intergovernmental Agreement with the Dominy Library was tabled

10. New Business – Discussion/Action Items

A. Sue Popejoy and Jordan Hornickle presented a request to share costs on building improvements. The request has been tabled pending additional bids.

B. Motion by Kinate, second by Hoffman to approve renewal of employee Dental and Vision insurance. Motion carried 8-0 YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

C. Motion by Hoffman, second by Schmidgall to approve to pay out sick days to employees who have more than 48 sick days available at the end of the year. Motion carried 8-0 YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

D. Motion by Weber, second by Tipton to pay Chamber dues for 2023 in the amount of $650. Motion carried 8-0 YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

E. Motion by Kinate, second Endres to approve a donation to the food pantry for $2,000. Motion was then rescinded. Motion by Weber, second by Tipton to approve a donation to the food pantry in the amount of $2,500. Motion carried 8-0 YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

F. Motion by Norris, second by Endres to approve Jessica Wenger as a signer for bank accounts with Bank of Pontiac, Morton Community Bank, and First State Bank of Forrest. Motion carried 8-0 YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

G. Motion by Schmidgall, second by Norris to approve ordinance amendment to Municipal Code Book Chapter 3 City Administration. Motion carried 8-0 YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

H. Motion by Endres, second by Tipton to approve reappointing Seth Welch on the Zoning Board of Appeals. Motion carried 8-0 YES-Norris Endres Hoselton Kinate Weber Hoffman

A. Emergency Sewer Department purchase of Programmable Logic Controller (PLC) in the amount of $3,000.

13. Motion by Kinate, second by Norris to enter Exec Session @ 7:07 p.m.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

Motion by Norris, second by Kinate to enter Open Session at 7:18 p.m.

14. Adjournment – Motion by Schmidgall, second by Tipton to adjourn at 7:18 p.m.
