Village of Cullom Board of Trustees met Feb. 28.

Here are the minutes provided by the board:

Mayor Hahn called the February 28, 2023 Regular Meeting of the Cullom Village Board to order at 7 PM at the Village Office. In the absence of the clerk, Hahn recorded the minutes.

Members Present: Mills, Rock, Wallrich, Krause, Jehle

Others Present: Lovell

Members Absent: Flessner, J Meister K Meister

Pledge of Allegiance to the Flag: All present took part in the Pledge of Allegiances to the flag.

Minutes: Motion to accept by consent agenda, the January 24, 2023 regular meeting minutes was made by Mills/Wallrich - M/C. Motion to accept by consent agenda, the January 30, 2023 special meeting minutes was made by Rock/Wallrich - M/C

Public: Tammy Berens, Liz Johns

Liz Johns from 120Water gave a presentation and answered questions on what their company can provide for the community to be in compliance for the Federal and State EPA Copper/Lead Material and Service Line requirements.

Maintenance Report:

Met with Ameren in regards to electrical supply for north side of Main Street.

A resident has disconnected the village's water meter. The water has been turned off at the buffalo box

The meter needs to be returned to the village, reconnection fee to be charged.

The Material Line Inventory - EPA requirement has to be completed by April 15, 2023.

A generator for Well #4 estimated cost is $26,000

The entrance to Hick's Gas gravel is washing out in ditch

Ditch and catch basin on the corner of Walnut/Hack needs to be cleaned, instructed to get estimates. 

Additional camera has been installed at WTP

Will check tree for trimming - Jeffery St. Gravel in driveway is resident's' responsibility

More investigation needed at the corner of N Cherry/E Hack drainage issues.

Discussed buying smaller pickup truck

Attorney Report: None

Clerk Report: After review a motion was made by Krause/Rock to pay monthly bills totaling $15,473.35. M/C 

Treasurers Report: After review a motion was made by Krause/Rock to accept treasurers report. M/C

Old Business:

Water Tower - Loan Disbursement of $224,880 has been submitted

Water Meter/Billing - bills will go out this week

Unsewered Community Grant - the first disbursement of $15,000 has been received no other update 

Property Access Agreement - some members will meet 3/1/23 afternoon to see property

Property Liens - no update

Farm Property Sale - Belltown Farms - no update

New Business:

120Water - A motion was made by Rock/Wallrich to approve the contract for $5,500 for the first year of a two year contract to manage the EPA's Lead/Cooper Material Inventory Reporting. M/C

Ordinance 2023-C Addendum to Water Ordinance 2022 C and 2022 F-A motion was made to approve by Krause/Jehle. M/C

Electric Panel Corner of W Hack/N Oak - Lovell was instructed to contact Ameren to have service put in Village's name.

Donation Cullom Homecoming Casino Night - A motion was made by Krause/Wallrich to contribute $250 to the event.

Any Other Business:

Hahn Reported: audit was done for Republic Service showing 273 accounts,

Chicago Tribune reporter and photographer visited town for story on Illinois small communities 

New Truck Title was received

Krause reported he spoke with Piggush Engineering who recommends going out to bid for street work later this fall.

With no other business - meeting adjourned at 8:35 PM
