City of Pontiac City Council met March 6.

Here are the minutes provided by the council:

The regular meeting of the Pontiac City Council was held on February 6, 2023. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Eckhoff, Kallas, Lee, Bradshaw, Gabor and Wille.

Absent: Hicks and Clark

MEETING OF THE PONTIAC CIVIC CENTER AUTHORITY

Mayor Alvey asked that the record show the same Aldermen present for this meeting as are present for the regular Council meeting: Barr, Giovanini, Eckhoff, Kallas, Lee, Bradshaw, Gabor and Wille.

Mayor Alvey asked if there was any business to come before the Civic Center Board this evening. Hearing none, he declared the meeting closed.

CONSENT AGENDA

Mayor Alvey stated that there were three items on the consent agenda. He asked if there were any items that needed to be removed for later discussion.

The minutes of the February 20, 2023 need to be corrected. They will be brought back for approval at the March 13, 2023 Council meeting.

Motion made by Eckhoff, second by Wille that the items on the consent agenda be approved as presented, minus item "A".

B. Motion by Eckhoff, second by Wille to approve the payment of bills totaling $488,683.66 from all funds. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Gabor and Wille.

C. Motion by Eckhoff, second by Wille to approve referral of Application for Variance for Sign Setback requirements by Manish Uppal, to the planning & Zoning Board. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Gabor and Wille.

REGULAR AGENDA

A Information - NIMEC Aggregation Bid Results for Electric Supply

Jim Woolford explained that through NIMEC, the electrical service for the City accounts, will be a 2-year bid acceptance of 5.902 rate via Dynergy. Staff will execute agreement.

B. Ordinance 2023-O-009 - Non-Emergency Transport Service Agreement

Motion by Wille, second by Gabor to approve Ordinance 2023-O-009, an Ordinance approving an Agreement between the City of Pontiac and OSF Healthcare System for Non-Emergency transport ambulance service, as written. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Gabor and Wille.

C. Ordinance 2023-O-010 - NAPA Sign Illumination Variance

Motion by Bradshaw, second by Lee to approve the variance requested by NAPA, to install a illuminated wall sign to replace an existing sign at the business location of 422 W. Howard St. The sign will be on only during business hours.

On a roll call vote, motion carried 5-3. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, and Bradshaw. Nay votes recorded: Kallas, Gabor and Wille.

D. Structural Engineering Contract - 218 W. Main St.

Motion by Eckhoff, second by Barr to approve the Engineering Service Agreement with Chamlin and Associates of Ottawa for the upper brickwork needed at 218 W. Main St. This includes all design work engineer plans, bid documents and inspections at a cost of $10,900.00. TIF Funds will be used. On a roll call vote, motion carried 8-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Bradshaw, Gabor and Wille.

E. Presentation - Community Enrichment

Liz Vincent noted to Council that March 6, 2023 was National Oreo Cookie Day and gave information on the National Road Trip Day on May 26, 2023, the Friday before Memorial Day, on which the City has been designated as the City to visit.

She also gave the dates of May 6th and 7th as the 16th Annual Red Carpet Corridor Weekend, along with the Swinging Bridges Arts Festival

Mayor Comments

Mayor Alvey noted that the Evenglow Inn Open House was on March 4th and 5th at the new facility on Indiana Ave. Also stated congratulations for their season, to the Pontiac High School basketball team, who sadly lost in the Super Sectional and that the Lincoln Exhibit at the Library had good attendance.

Administrator Comments

Jim Woolford said there would be Committee of the Whole meetings on 3-13-2023 at 5:00 P.M., 3-14 at 6:15 P.M., 3-15 at 6:00 P.M., 3-16 at 6:00 P.M. and if needed on Friday, 3-17, all for budget discussions.

Council Comments

Alderwomen Eckhoff ask about the new guidelines for facade grants.

Alderman Barr asked about the movie theater being closed. There was a heating matter but has been fixed.

Alderman Kallas asked about the potholes in town. Staff is working on those as weather permits.

Alderman Giovanini asked about the status of the Stillwell building. Council was informed that the owners are working with an engineer/architects on plans.

Public Comments

Tom Hale asked if a resident has a large lot would they be allowed to house more chickens. The Ordinance is not based on size of property, but allows only (6) chickens.

On motion duly made and seconded, the regular meeting of the City Council is adjourned.
