Town of Chatsworth Board of Trustee met March 28.

Official proceedings of the Board of Trustee’s, Town of Chatsworth, held in the Town council room at 7:00PM
Roll call showed the following present: Trustee Price, Bell, and Schroen. Also, present: President Runyon, Clerk Meyer, Chief Cavanagh, Treasurer Dassow, Superintendent Harn and Mogged, and Heather Tatro. Absent was Attorney Coleman, Officer Dean, Trustee Cavanagh, and Trustee Harn. Trustee Nelson remoted in at 7:01PM.
A motion by Trustee Price and seconded by Trustee Bell to approve the agenda. Board of Trustee vote: 4 Yeas
A motion by Trustee Bell and seconded by Trustee Price to approve the minutes from the previous regular board meeting. Board of Trustee vote: 4 Yeas
Correspondence/Public Issues
Clerk Meyer made the board of Trustees aware of citizen at 305 E Elm having a hard time understanding the billing cycle. She provided the citizen a copy of all the bills and payments that were received while at the 305 E Elm.
Chief Cavanagh provided the board of Trustees with his monthly report and example of what his fines will look like. He also provided pictures of the abandoned houses in the sector and would like to move forward with contacting the owner and possibly disposing of said properties.
Old Business
A motion by Trustee Bell and seconded by Trustee Price to approve the MFT budget for fiscal year 23-24. Board of Trustee vote: 4 Yeas
New Business
A motion by Trustee Price and seconded by Trustee Schroen to move all funds from CBC to VVB as of April 30th. Board of Trustee roll call vote: Trustee Schroen-Yea, Trustee Bell-Yea, Trustee Price-Yea, Trustee Nelson-Abstain, Mayor Runyon-Yea, Trustee Cavanagh-Absent, and Trustee Harn-Absent.
*An interest-bearing checking account will need to be opened labeled Town of Chatsworth, with the following signers Richard Runyon, Joy Dassow, and Mindy Sue Meyer; with the same signers, a CD special for $350,000 will need to be opened for the TIF fund. A credit card business account needs to be established for the full-time employees with a $2000 limit per card.
Superintendent Harn informed the board of Trustees on the importance of dredging the ditches north and south of town for overall better drainage throughout town. He received a basic price from Kafers and would like to know what the Trustees want to do moving forward. Trustee Bell stated we need to move forward with getting bids and President Runyon requested leaving it on the agenda for the next meeting.
President Runyon reported the Town Hall having leaky windows in which he requested getting a quote to have the seals replaced. He also reported Blue Bird Hall roof is leaking and he made a call to get somebody out to repair. He would like the lights outside the hall to be put on dusk to dawn rather than a timer. He also reported working with the Engineer in moving forward with all the projects and the next steps: will be needing a public hearing in regards to the street scape, Piggush would like to meet to start applying for the permits needed for the water project in hopes to move up the wait list, and the sewer project we are waiting for approval. The rental ordinance seems to be working; reported meeting with several owners already.
Trustee Schroen provided Clerk Meyer with the information on where to get the flyer for Livingston County E-Recycle. He also announced 40 working days and then he’ll be able to help Chatsworth more.
Trustee Price reported having street lights out and wanting to know if they’ve been called in. Chief Cavanagh will be compiling a list for Mayor Runyon to call in to Ameren.
Trustee Nelson reported he will be having a schedule change allowing him to attend more meetings in person moving forward. He also thanked everybody for being so patient with his schedule.
Superintendent Harn reported that the deadline for material service lines is April 15th, 2023. The EPA just sent the form of tracking last week and they’ve been busy trying to get it updated.
Public Input:
Joyce Brewer expressed her concern with “hearsay” about the recycle going to the land fill. Mayor Runyon assured her it was in fact being recycled but he would check into it.
A motion by Trustee Bell and seconded by Trustee Price to pay the bills. Board of Trustee vote: 4 Yeas
