Town of Normal Town Council met Aug. 7.

Here are the minutes provided by the council:

1. CALL TO ORDER:

Mayor Koos called the Public Hearing to order at 6:58 p.m., Monday, August 7, 2023.

2. ROLL CALL:

The Clerk called the roll with the following persons

PRESENT: Mayor Chris Koos, and Councilmembers Kevin McCarthy, Scott Preston, Chemberly Harris, Andy Byars, Karyn Smith, and Kathleen Lorenz, also present were City Manager Pamela Reece, Assistant City Manager Eric Hanson, Corporation Counsel Brian Day, and Town Clerk Angie Huonker.

ABSENT: None.

3. CERTIFICATE OF PUBLICATION:

There is on file in the office of the Town Clerk a Certificate of Publication from The Normalite dated July 20, 2023.

4. PURPOSE OF THE PUBLIC HEARING:

Mayor Chris Koos announced the purpose of the Public Hearing is to receive comments from the public on the proposed Annexation Agreement Regarding the Property at the Northeast Corner of Raab Road and the Constitution Trail (The Archer PUD).

Mayor Koos called for comments from the public.

Ann Sparks, Normal resident, voiced her opposition to the proposed Archer PUD, sharing her concerns regarding increased density, pollution, and traffic noise.

Mayor Koos issued the second call for comments from the public.

Brian Hinnen, Normal resident, expressed his concerns about the proposed Archer PUD, particularly addressing the issue of increased density and the potential conversion into low-income housing. Mr. Hinnen brought up the potential of pursuing a class-action lawsuit and seeking injunctions if necessary.

Mayor Koos issued the third and final call for comments from the public.

5. ADJOURNMENT:

There being no public comment to come before the Council, Mayor Koos called for a Motion to Adjourn the Public Hearing.

MOTION:

PUBLIC HEARING MINUTES - 2 - AUGUST 7, 2023

Councilmember McCarthy moved, seconded by Councilmember Harris, the Public Hearing be adjourned.

AYES: Lorenz, Harris, Byars, Smith, Preston, McCarthy, Koos.

NAYS: None.

Motion declared carried.

Mayor Chris Koos adjourned the Public Hearing on the Annexation Agreement Regarding the Property at the Northeast Corner of Raab Road and the Constitution Trail (The Archer PUD) at 7:08 p.m., Monday, August 7, 2023.
