The Committee of the Whole convened in regular session in the Bloomington Center for Performing Arts at 6:00 P.M, Monday, August 21, 2023. Mayor Mboka Mwilambwe called the meeting to order.

Recognitions/Appointments

The following item was presented:

Item 3.A. Recognition of the Leadership Winners, Cai Grismore and Asher Plump, from the Bloomington Police Department's School Resource Officer Youth Summer Academy, as requested by the Police Department.

Police Chief, Jamal Simington, recognized each of the award winners. He provided a brief background on the Police Department’s School Resource Officer Youth Summer Academy, which was funded in part by an Illinois Department of Commerce & Economic Opportunity (DCEO) grant. He highlighted various activities and trips taken by participants.

Participants, Cai Grismore and Asher Plump, spoke about their experiences.

Chief Simington recognized various volunteers and School Resource Officers from Bloomington Police Department ("BPD").

Mayor Mwilambwe thanked Chief Simington and his team for their dedication to the Academy and congratulated Mr. Grismore and Mr. Plump on their successful completion.

The following item was presented:

Item 3.B. Recognition of the International City Manager's Association's High Performance Leadership Academy Graduating Class: Bloomington Cohort #1, as requested by the Administration Department.

City Manager, Tim Gleason, shared a brief background of the International City Managers Association ("ICMA") High Performance Leadership Academy. He noted the significant time commitment required to complete the 12-week program and explained the benefits. He announced Cohort #2 would begin the program in mid-September and concluded by recognizing the following participants: (1) Amanda Papacek, Operations Manager, Information Technologies Department; (2) Amanda Stutsman, Deputy City Clerk, City Clerk Department; (3) Amy Overton, Project & Grant Manager, Administration Department; (4) Anthony Nelson, Director, Arts & Entertainment Department; (5) Carla Murillo, Procurement Manager, Legal Department; (6) Chris McAllister, Building Official, Economic & Community Development Department; (7) Daren Wolf, Communication Center Manager, Police Department; (8) John Buttitta, Hub Division Manager, Finance Department; and (9) Mose Rickey, Assistant Director,

Parks & Recreation Department.

Anthony Nelson, Arts & Entertainment Director and Spokesperson for ICMA Cohort #1, addressed Council and elaborated on the Cohort's collective experience and key takeaways.

Public Comment

Mayor Mwilambwe read a public comment procedure statement. No emailed public comment was received. Mark Adams spoke in person. Janine Toth and Joe Stano registered to speak in person, but were not present at the meeting.

Consent Agenda

Items listed on the Consent Agenda are approved with one motion; Items pulled by Council from the Consent Agenda for discussion are listed and voted on separately.

Council Member Boelen made a motion, seconded by Council Member Hendricks, to approve the Consent Agenda as presented.

Mayor Mwilambwe directed the Clerk to call roll:

AYES: Kearns, Boelen, Montney, Danenberger, Becker, Hendricks, Ward, Lee, Crumpler Motion carried.

Item 5.A. Consideration and action to approve the Minutes of the June 19, 2023 Regular Committee of the Whole Meeting, as requested by the City Clerk Department. (Recommended Motion: The proposed Minutes be approved.)

Regular Agenda

No items were considered.

City Manager's Report

City Manager Gleason highlighted multiple City events and recognized multiple new hires and promotions.

Executive Session

A. Personnel - Section 2(c)(1) of 5 ILCS 120

Council Member Boelen made a motion, seconded by Council Member Ward, to enter Executive Session per Section 2(c)(1) of 5 ILCS 120 to discuss a Personnel Matter involving the review of the City Manager's Contract.

Mayor Mwilambwe directed the Clerk to call roll:

AYES: Kearns, Boelen, Montney, Danenberger, Becker, Hendricks, Ward, Lee, Crumpler Motion carried.

Council left the meeting room at 6:26 P.M.

Adjournment

Council returned to the meeting room at 7:44 P.M.

Council Member Ward made a motion, seconded by Council Member Boelen, to return to Open Session and adjourn the meeting.

Mayor Mwilambwe directed the Clerk to call roll:

AYES: Kearns, Boelen, Montney, Danenberger, Becker, Hendricks, Ward, Lee, Crumpler Motion carried (viva voce).

The meeting adjourned at 7:45 P.M
