City of Fairbury City Council met Nov. 15.
Here are the minutes provided by the council:
1. Call to order – Mayor Slagel called the meeting to order at 6:31 p.m.
2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Jon Kinate, Jerry Hoffman, Jim Tipton, and Bill Schmidgall. Charles Hoselton and Bruce Weber were absent
3. Pledge of Allegiance
4. Motion to approve the Consent Agenda – Motion by Bill Schmidgall, second by Steve Endres to approve the following items on the Consent Agenda:
A. Minutes from the November 1, council meeting
B. Voucher Invoice Register listing the bills
C. Treasurer’s Cash Report (second meeting of the month)
D. Check Register (second meeting of the month)
E. NONE
F. Overtime Report

5. Mayor Slagel opened Public Comment and the following persons provided comments:
➢ Deb Moran came to remind everyone about the disaster drill on November 20th at 6pm at the fire station.
➢ Rebekah Fehr thanked council for the updates to Old City Hall. Also shared she is working with the First Baptist Church on becoming a warming and cooling center.
➢ Rodney Chamness would like the speed limit lowered coming into town on the west end of Route 24.

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief – none
→ Sewer – Bruce Pride, Asst. Superintendent - absent
→ Water – Mike Mellott, Superintendent - none

→ Legal – Steven Mann, City Attorney reported he will be provide a model ordinance for the Paid Leave for All Workers Act

→ Alderman Norris complimented Street Superintendent Steidinger for the concrete work uptown

→ Alderman Hoselton – absent
→ Alderman Kinate reported – The old hospital demolition is coming along.
→ Alderman Weber - absent
→ Alderman Hoffman reported he will reach out to our State Representatives in regards to the speed limit coming into town on the west end of Route 24. Also a thank you to the City for notifying him of a water leak that was detected in the meter reading system.

A. Motion by Kinate, second by Endres to approve an ordinance annexing certain territory to the City of Fairbury – Fehr. Motion carried 6-0 YES- Norris Endres Kinate Hoffman Tipton Schmidgall
B. Motion by Schmidgall, second by Kinate to approve an ordinance authorizing an updated Intergovernmental Agreement for participation in the Mutual Aid Box Alarm System, and an updated MABAS Master Agreement. Motion carried 6-0 YES- Norris Endres Kinate Hoffman Tipton Schmidgall
C. Motion by Kinate, second by Hoffman to approve a resolution to abate fire bonds. Motion carried 6-0 YES- Norris Endres Kinate Hoffman Tipton Schmidgall D. Motion by Schmidgall, second by Norris to approve an ordinance for the 2023-2024 Tax Levy Ordinance. Motion carried 6-0 YES- Norris Endres Kinate Hoffman Tipton Schmidgall
E. Motion by Kinate, second by Endres to approve an ordinance vacating an alley located between block 7 in Mcdowell’s First Addition and Nussbaum Subdivision to the City of Fairbury. Motion carried 6-0 YES- Norris Endres Kinate Hoffman Tipton Schmidgall
F. Consideration to approve a quote to replace the sound system downtown- FAILED FOR LACK OF MOTION
G. Motion by Kinate, second by Norris to approve project to install D2 basketball courts at Marsh Park. Motion carried 5-1 YES- Norris Kinate Hoffman Tipton Schmidgall NO Endres

Motion by Norris, second by Kinate to enter Executive Session at 7:10 p.m.

B. Litigation – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Norris, second by Hoffman to enter Open Session at 7:52 p.m.

Motion by Schmidgall, second by Endres to approve a $50,000 settlement offer. Motion carried 6-0 YES- Norris Endres Kinate Hoffman Tipton Schmidgall
