City of Fairbury City Council met Dec. 20.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, Jerry Hoffman, Jim Tipton, and Bill Schmidgall.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Schmidgall, second by Tipton to approve the following items on the Consent Agenda:

A. Minutes from the December 6, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. None

F. Overtime Report

Motion carried 8-0

5. Mayor Slagel opened Public Comment and the following persons provided comments:

6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief - absent

→ Sewer – Bruce Pride, Asst. Superintendent - absent

→ Water – Mike Mellott, Superintendent - absent

→ Police – Robert McCormick, Chief - none

→ City – Brett Ashburn, Superintendent reported –

➢ The old hospital is officially down

➢ The City was awarded 25k from the state for lead and copper investigating

➢ Tuesday, December 26th at City Hall at noon is the Retirement party for Mark Runyon

➢ A larger than average amount of utility bills was lost in the mail, resulting in an influx of questions of if late fees are due if one did not receive the bill

→ Alderman Hoselton - none

→ Alderman Kinate reported the old hospital is being filled in with dirt, demolition is complete

A. Consideration of a sponsorship for the Fairbury Chamber of Commerce – Failed for lack of motion

B. Consideration to approve 2023-2024 Pay Ordinance

-Will be acted on after Executive Session

C. Motion by Kinate, second by Tipton to approve amendment to Zoning Board of Appeals Ordinance. Motion carried 8-0 YES-Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

D. Motion by Schmidgall, second by Kinate to approve amendment to Employee Benefits Policy. Motion carried 8-0 YES- Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

E. Motion by Hoselton, second by Norris to approve the 2024 Council Meeting Schedule. Motion carried 8-0 YES Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

F. Motion by Hoselton, second by Endres to approve purchase of vehicle for Water Dept. Motion carried 8-0 YES Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

G. Consideration to approve Update to Scada software for Wastewater Dept. -TABLED

H. Motion by Tipton, second by Schmidgall to pay out sick days to employees who have excess sick days at the end of the year. Motion carried 8-0 YES Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

11. Other Items for Discussion & Information

12. Public Comment

13. Executive Session

Motion by Norris, second by Kinate to enter Executive Session at 6:55 p.m. A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

Motion by Schmidgall, second by Kinate to enter Open Session at 7:15 p.m.

Action After Executive Session

10 B. Motion by Kinate, second by Norris to approve 2023-2024 Pay Ordinance as amended in Executive session to change the part time police wage.

Motion carried 8- 0

14. Adjournment – Motion by Kinate, second by Hoffman to adjourn at 7:17 p.m.
