City of Chenoa City Council met Dec. 28.

Here are the minutes provided by the council:

The Chenoa City Council met in special session on December 28, 2023 at 6:30 p.m. at City Hall. Mayor Shane, Commissioners Pickett, Myers, Lopeman, Hernandez, and City Clerk Rhoades were in attendance.

#5622 Commissioners Myers and Pickett moved and seconded the Motion that the Minutes of the Regular Meeting of December 12, 2023. That the bills and payrolls be allowed, and orders on the Treasurer be drawn in payment of same. The roll call vote was affirmative.

#5623 Commissioners Pickett and Myers moved and seconded the Motion to Approve an Ordinance Abating the Tax Heretofore Levied for the Year 2023 to Pay Debt Service on the General Obligation Bonds, Series 2017, of the City of Chenoa, McLean County, Illinois. Ordinance #863 with the change of Mayor’s name to David Shane instead of Chris Wilder. The roll call vote was affirmative.

#5624 Commissioners Hernandez and Lopeman moved and seconded the Motion to Approve an Ordinance Regarding the Illinois Paid Leave for All Workers Act for the City of Chenoa. Ordinance #864. The roll call vote was affirmative.

#5625 Commissioners Lopeman and Hernandez moved and seconded the Motion that the council do now adjourn. The roll call vote was affirmative.

IN OTHER BUSINESS BEFORE THE COUNCIL:

Ordinance Abating the Tax Levied for the year 2023 to Pay Debt Service on the General Obligation Bonds Series 2017

There were no questions or concerns.

Ordinance Regarding the Illinois Paid Leave for All Workers Act

Mayor Shane this is to opt out of part time employees getting vacation pay. Commissioner Lopeman said the paid leave is for all workers. Mayor Shane said for the City it would just be for part-time employees they are opting out of. He said they can opt back in later if they would like.

Ordinance Regarding Shipping Containers

Mayor Shane said they will be tabling this for now as the Zoning Board would like to discuss this at their next meeting as they have some work to do to it. Commissioner Lopeman said he talked to the gentleman that wrote this for Zoning. It was supposed to be by permit only in residential areas, industrial is to have no restrictions, and all other business districts by permit. He feels the wording is muddy and needs to be more specific. He always feels they should not be restricting how many of these sheds there are on a property if they are under the lot coverage allowed but not other storage sheds. He said these are just questions for zoning to clarify. Mayor Shane stated he would not like to see a whole lot of cargo containers. Commissioner Lopeman asked what the difference is between that or portable wood ones. He said the metal containers are better security.
