City of Fairbury City Council met March 6.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Charles Hoselton, Jon Kinate, Bruce Weber, Jerry Hoffman, Jim Tipton, and Bill Schmidgall.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Schmidgall, second by Endres to approve the following items on the Consent Agenda:

A. Minutes from the February 21, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. None

F. Overtime Report

Motion carried 8-0 YES- Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

➢ Diane Pawlowski commented the City Clock is chiming 12 on every hour 6. Reports of Departments

→ Streets & Fire – Martin Steidinger, Superintendent & Fire Chief reported – ➢ Prairie Central Co Op is donating 5k with two other businesses matching for a total of 15k to the Fire Dept.

→ Sewer – Bruce Pride, Asst. Superintendent – none

→ Water – Mike Mellott, Superintendent – none

→ Police – Robert McCormick, Chief - none

→ City – Brett Ashburn, Superintendent reported –

➢ Welcomed back Asst. Sewer Superintendent after a leave of absence ➢ New employee started at the Street Dept. this week

➢ Saddened to hear about the loss of retired employee Mark Runyon

→ Legal – Steven Mann, City Attorney – absent

7. Reports of Aldermen

→ Alderman Norris - none

→ Alderman Endres inquired of a Route 24 update

→ Alderman Hoselton - none

→ Alderman Kinate - none

→ Alderman Weber - none

→ Alderman Hoffman inquired about the County wide electronic recycling day → Alderman Tipton inquired if the railroad will come back to fix the 2nd and 3rd St crossings

→ Alderman Schmidgall – none

9. Old Business – Discussion/Action Items

A. Consideration to approve liability releases for paying vehicle damages – Will be acted on after executive session

10. New Business – Discussion/Action Items

A. Motion by Hoselton, second by Kinate to approve IEPA funding nomination for Water Treatment Plant upgrade. Motion carried 8-0 YES Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

B. Motion by Kinate, second by Weber to approve cost sharing parking lot repair with Dave’s Supermarket. Motion carried 8-0 YES Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

C. Motion by Schmidgall, second by Norris to approve Jeremiah Rinkenberger as Asst Fire Chief and Josh Hoselton as Fire Chief. Motion carried 8-0 YES Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

D. Motion by Hoselton, second by Endres to approve a quote for $46,830 from Reuther Ford to purchase a new squad vehicle for Police Department. Motion carried 8-0 YES Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

13. Executive Session

Motion by Schmidgall, second by Kinate to enter Executive Session at 6:46 p.m.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

B. Litigation – Section 2(c)(11) – Pending, probable or imminent litigation. Probable or imminent litigation requires specific finding to that effect in closed session minutes.

Motion by Kinate, second by Hoffman to enter Open Session at 6:56 p.m.

Action After Executive Session:

9A. Motion by Hoselton, second by Norris to approve liability releases for paying vehicle damages. Motion carried 8-0 YES Norris Endres Hoselton Kinate Weber Hoffman Tipton Schmidgall

14. Adjournment – Motion by Endres, second by Norris to adjourn at 6:58 p.m.
