City of Pontiac City Council met May 20.

Here are the minutes provided by the council:

The regular meeting of the Pontiac City Council was held on May 20, 2024. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

PUBLIC INFORMATIONAL MEETING

City Administrator, Jim Woolford presented a project update for the Fire Station Substation, which is required by the grant receipt. The City purchased 2.23 acres off Rt 116, near OSF. The City then hired Farnsworth Group for design and cost estimates. Once all approved, bid will go out for project with hopes to start late summer.

CONSENT AGENDA

Mayor Alvey stated that there were (3) items on the consent agenda. He asked if any needed to be removed for later discussion. Hearing none, motion made by Eckhoff and second by Cranford that the items on the consent agenda be approved as presented.

A. Motion by Eckhoff second by Kallas to approve the minutes of the May 6, 2024 Special City Council meeting. On a roll call vote motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

B. Motion by Eckhoff, second by Kallas to approve payment of bills totaling $417,823.06 from all funds. On a roll call vote motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

C. Motion by Eckhoff, second by Kallas to approve Parade Permit for St. Mary's Church Corpus Christi Parade on June 2, 2024. On a roll call vote motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

REGULAR AGENDA

A. Ordinance 2024-0-017 Special Use Permit for Shirk-Castrol Clean and Lube

Motion by Lee, second by Cranford to approve Ordinance 2024-0-017, an ordinance granting a permit for construction and operation of an oil change service facility at 1604 W. Reynolds St., as written. No objections from surrounding businesses have been noted. On a roll call vote motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

B. Approval - Rebuild Downtown & Main Street Capital Grant Assistance Proposal Chamlin and Associates

Motion by Eckhoff, second by Howard to approve the Capital Grant Assistance services for Rebuild Downtown and Main Streets by Chamlin and Associates at a cost of $1,700.00. On a roll call vote motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

C. Approval - Agreement of Combine (2) Lots To Be Considered as One for Building

Purpose - Mislich

Motion by Cranford, second by Barr to approve the Agreement to combine (2) lots, to be considered (1), for building purposes at 1125 N. Hazel St. On a roll call vote motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

D. Waste Water Treatment Plant Purchase Pump Station Wall Repair

Motion by Giovanini, second by Barr to approve the repair costs for a wall at Pump Station by PPG at a cost of $16,050.00. On a roll call vote motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

E. Housing Discussion Recap

Committee discussion on the housing market in Pontiac and the lack of homes for sale and rentals. The City is on the list for an Illinois Housing Development Authority study. More info will come to Council as received.

Mayor Comments

Mayor Alvey noted that the Dog Show in the park was well attended and that the Cruise Night was also successful

Administrator Comments

A Committee of the Whole will be on Wednesday, May 29th at 5:30 P.M. He also thanks staff for work down for the activities this past weekend.

Council Comments

Alderwoman Eckhoff suggested the use of publish notices.com as another avenue for the City.

Alderman Giovanini asked about business, such as beauty shops working out of their homes.

Public Comments

Executive Session

Motion by Cranford, second by Bradshaw to adjourn to Executive Session for the purpose of discussing Collective Negotiating Matters as authorized under Section 2(c)2 of the Illinois Open Meetings Act. On a roll call vote motion carried 10-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

On motion duly made and seconded, the regular meeting of the City Council is adjourned.
