City of Bloomington Township met June 24.

Here are the minutes provided by the township:

The Board of Trustees for the Town of the City of Bloomington convened in regular session in the Government Center Boardroom at 5:30 P.M., Monday, June 24, 2023. The meeting was called to order by Trustee Boelen who led the Pledge of Allegiance.

Trustee Boelen made a motion, seconded by Trustee Kearns, to approve the consent agenda as presented.

Trustee Mwilambwe directed the clerk to call roll:

Item 5.A. Consideration and Action to Approve the Minutes of the May 28, 2024, Regular Session of the City of Bloomington Township Board Meeting, as requested by the Township Clerk. (Recommended Motion: The proposed Minutes be approved.)

Item 5.B. Consideration and Action to Certify the May 2024 Statement of Funds for the General Town Administration Fund, General Assistance Fund, and Cemetery Fund, as requested by the Township Supervisor. (Recommended Motion: The May 2024 Statement of Funds be certified.)

Item 5.C. Consideration and Action to Approve the June 24, 2024 General Town Fund Request for Payment, as requested by the Township Supervisor. (Recommended Motion: The June 24, 2024 Request for Payment be approved.)

Regular Agenda

The following item was presented:

Item 6.A. Consideration and Action to Extend the Contract with Phillips & Associates, CPAs, P.C. as the Township and Cemetery Financial Auditor for Fiscal Years 2025 and 2026, as requested by the City of Bloomington Township. (Recommended Motion: The contract with Phillips & Associates, CPAs, P.C. to serve as the Township and Cemetery Financial Auditor be extended for Fiscal Years 2025 and 2026.)

Township Supervisor Deborah Skillrud reported that the Township had used Phillips & Associates, CPAs, P.C. for many years and was satisfied with their work.

Trustee Montney made a motion, seconded by Trustee Crumpler, to approve the Item as presented.

Trustee Mwilambwe directed the clerk to call roll:

Motion carried.

Reports by Elected Officials

The following item was presented:

Item 7.A. Presentation and Discussion of the Township Supervisor's Report, as requested by the City of Bloomington Township.

Supervisor Deb Skillrud discussed Township’s efforts to aid the unsheltered through a $10,000 community agency funding request from Home Sweet Home Ministries to support their Street Outreach Case Management Program.

Trustee Ward and Supervisor Skillrud discussed the procedure to approve the expenditure and whether it requires the Board’s approval.

Supervisor Skillrud informed the Board that discussions will need to begin soon to set compensation for the Township Supervisor and Accessor as required by statute.

Trustee Boelen noted that McLean County had a similar homeless outreach program that was subsidized by taxes.

The following item was presented:

Item 7.B. Presentation and Discussion of the Township Assessor's Report, as requested by the City of Bloomington Township.

Assessor Steve Scudder reported that staff were working through assessments with an anticipated 10% increase throughout McLean County. He noted one of the Assessor team’s vehicles would need to be replaced soon.

Trustee Montney and Assessor Scudder discussed anticipated property tax adjustments within the county.

Trustee Kearns and Assessor Scudder then discussed the opportunity to buy a new used vehicle.

Board Member Boelen made a motion, seconded by Board Member Kearns, to adjourn the meeting.
