City of Pontiac City Council met July 15.

Here are the minutes provided by the council:

The regular meeting of the Pontiac City Council was held on July 15, 2024. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, and Howard. Absent: Wille.

Chris Brock recognized Ron Faust, who recently passed away, for his years of service with the Streets Department.

CONSENT AGENDA

Mayor Alvey stated that there were (4) items on the consent agenda. He asked if any needed to be removed for later discussion. Hearing none, motion made by Eckhoff and second by Barr that the items on the consent agenda be approved as presented.

A. Motion by Eckhoff second by Barr to approve the minutes of the July 1, 2024 Regular City Council meeting. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, and Howard

B. Motion by Eckhoff, second by Barr to approve payment of bills totaling $383,965.47 from all funds. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, and Howard.

C. Motion Eckhoff, second by Barr to approve sports raffle by PTHS Sports boosters. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, and Howard.

D. Motion by Eckhoff. Second by Barr to approve Peddlers Application - IGS Solar Energy. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, and Howard.

REGULAR AGENDA

A. New Home Rule Tax Update

Jim Woolford explained that the New Non-Home Rule tax will be on hold until the Governor signs the bill. City was misinformed on the time line.

B. Stalter Agreement to Combine (2) Lots to be Considered (1) Building

Motion by Barr, second by Kallas to approve the Agreement between the City and Michael D. Stalter regarding the property at 815 N. Hazel, to combine the two properties to treat as one parcel, and hold to record agreement until all requirements required by Zoning are made regarding the shed on the property. On a roll call vote motion carried 7-2. Aye votes recorded: Barr, Eckhoff, Kallas, Lee, Causer, Cranford, and Bradshaw. Nay votes recorded: Giovanini and Howard.

C. Bid Award 2024 City Ha::/Public Safety Parking Lots

Motion by Eckhoff, second by Howard to approve the bid for the City parking lots at City Hall and the Safety Complex by H.J. Eppel at a price of $612,513.93. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, and Howard.

D. Parks Purchase - Treadmill

Motion by Eckhoff, second by Causer to approve the purchase of a treadmill for the Rec Center at a cost of $6,631.33. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, and Howard.

E. Golf Course Purchase - Utility Cart

Motion by Lee, second by Cranford to approve the lease of a utility cart for the Oaks Golf Course at a cost of $6,000.00 from Battery Specialists. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, and Howard.

F. Visit Pontiac Website

Motion by Eckhoff, second by Causer to approve the website proposal for visitpontiac.org by McDaniel Marketing and use grant funds received. On a roll call vote motion carried 9- 0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, and Howard.

G. Alley Closure and Main Street Program Update

Motion by Causer, second by Lee to approve the alley closing between Main and Mill St, 4:30 P.M. - 8:30 P.m., July 16, July 30, August 13 and August 27 during outdoor vendor events. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, and Howard.

Mayor Comments

Mayor Alvey thanked all staff for the work during the Independence Day celebrations. Mill street will be closed briefly for sewer work.

Administrator Comments

Jim Woolford also thanked staff for work during Independence Day celebrations. He has had calls regarding the storm weather notifications. When residents receive alerts on their phones, it is by the National Weather Service and is because there is upper level wind rotations in the area, not necessarily tornados. If the City's sirens go off there has been a tornado spotted.

Mid Illinois Realtors has donated funds for bike racks in the central business district.

Council Comments

Alderwoman Eckhoff said she and Alderwoman Howard attended a conference by the U of I Extension office on "reversing the trend exciting from municipalities. The age group between 25-40.

Alderwoman asked if a small area near the central business district could be designated a dog relief area.

Public Comments

None

Executive Session

Motion by Howard, second by Bradshaw to adjourn to Executive Session for the purpose of discussing collective negotiations as authorized under Section 2(c)2 of the Illinois Open Meetings Act. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, and Howard.

On motion duly made and seconded, the regular meeting of the City Council is adjourned.
