City of Fairbury City Council met July 17.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:29 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Jon Kinate, Bruce Weber, Jerry Hoffman, and Bill Schmidgall. Jim Tipton was absent. Alderman Charles Hoselton passed away Monday, July 15, 2024. Mayor Slagel asked for a moment of silence to remember Alderman Hoselton.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Norris to approve the following items on the Consent Agenda:

A. Minutes from the July 3, council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. Sidewalk requests as suggested by the Street Superintendent

F. Overtime Report

Motion carried 6-0 YES- Norris Endres Kinate Weber Hoffman Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

6. Reports of Departments

→ Streets - Lonnie Rhoads, Superintendent reported –

➢ Tree cleanup after the storm is moving along

→ Fire – Josh Hoselton, Chief - absent

→ Sewer – Bruce Pride, Asst. Superintendent - none

→ Water – Mike Mellott, Superintendent – absent

→ Police – Robert McCormick, Chief reported –

➢ Three new officers have been hired. One is in the shadow phase of training, the second is in the field training, and the 3rd is in the transition stage

→ City – Brett Ashburn, Superintendent reported –

➢ The Stafford Pool lost power & had to close for one day due to the storm

➢ A large tree from North Park knocked down a power line during the storm

→ Legal – Matt Schrock, City Attorney - none

7. Reports of Aldermen

→ Alderman Norris inquired about storm sirens & reported Marsh Park was repainted by Dale Maley

→ Alderman Endres - none

→ Alderman Kinate – none

→ Alderman Weber - none

→ Alderman Hoffman - none

→ Alderman Tipton - absent

→ Alderman Schmidgall – none

A. Motion by Kinate, second by Schmidgall to approve the 2024-2025 Annual Appropriation Ordinance. Motion carried 6-0 YES- Norris Endres Kinate Weber Hoffman Schmidgall

B. Motion by Endres, second by Weber to approve an application for a liquor license from El Jarocho Bar & Grill Inc, pending an update to the commercial lease. Motion carried 6- 0 YES- Norris Endres Kinate Weber Hoffman Schmidgall

C. Motion by Weber, second by Norris to approve quote for sidewalk repair. Motion carried 5-0 YES- Norris Endres Weber Hoffman Schmidgall PRESENT - Kinate

D. Motion by Kinate, second by Endres to approve new appointment for the fire clerk position to Josh Hoselton. Motion carried 6-0 YES- Norris Endres Kinate Weber Hoffman Schmidgall

E. Motion by Schmidgall, second by Norris to approve lab room rehab at the Wastewater Plant. Motion carried 6-0 Norris Endres Kinate Weber Hoffman Schmidgall F. Motion by Kinate, second by Schmidgall to approve the Constellation 50/50 12-month term of electric cost for City buildings. Motion carried 6-0 Norris Endres Kinate Weber Hoffman Schmidgall

Motion by Schmidgall, second by Norris to enter Exec Session @ 7:03 p.m.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance.

Motion by Kinate, second by Norris to enter Open Session @ 7:13 p.m.

14. Adjournment – Motion by Kinate, second by Schmidgall to adjourn at 7:13 p.m.
