McLean County Board met Oct. 17.

Here are the minutes provided by the board:

The McLean County Board met on Thursday, October 17, 2024, at 5:30 pm in Room 400 of the Government Center, 115 East Washington Street, Bloomington, Illinois. The meeting was called to order by County Board Chair Catherine Metsker. Member Lea Cline led the invocation which was followed by the Pledge of Allegiance.

Roll Call followed with 18 Members present, and 2 Members absent.

Members Present: James Soeldner, Geoff Tompkins, George Wendt, Krystal Able, Jack Abraham, Corey Beirne, Beverly Bell, Lyndsay Bloomfield, Lea Cline, Chuck Erickson, Eric Hanson, Elizabeth Johnston, Randall Knapp, Val Layman, Jim Rogal, Natalie Roseman-Mendoza, Susan Schafer and Chair Catherine Metsker.

William John Friedrich and Adam Reeves were absent.

Public Comment:

There were appearances by four members of the public. (Refer to video/audio - County Board 10/17/24)

1. Susan Adams spoke regarding Illinois Peoples Action.

2. Eric West spoke regarding One Earth Sequestration.

3. Steven Kelly spoke regarding the Carbon Sequestration Project.

4. Mark Ditsworth spoke regarding Emergency Response Plan.

Julie Prandi was on the list to speak but was absent.

CONSENT AGENDA

Vice-Chair Lea Cline motioned to approve the Consent Agenda. Board Member Jack Abraham seconded the motion. The motion was passed unanimously.

7. Standing Committees

A. EXECUTIVE COMMITTEE – Vice Chair Elizabeth Johnston had one action item to present.

7A1a) Vice Chair Johnston moved, and Member Krystal Able seconded the motion requesting Resolution of the McLean County Board in support of state action to protect the Mahomet Aquifer. The motion passed unanimously.

B. FINANCE COMMITTEE – Vice Chair Val Layman had no action items to present.

C. HEALTH COMMITTEE – Chairman Susan Schafer had no action items to present.

D. JUSTICE COMMITTEE – Chairman Chuck Erickson had three items to present.

7D1a) Chairman Erickson moved, and Member Beverly Bell seconded the motion requesting approval of a Resolution for services provided by the Office of the State’s Attorneys Appellate Prosecutor. The motion passed unanimously.

7D1b) Chairman Erickson moved, and Member Geoff Tompkins seconded the motion requesting approval of a Grant Agreement between the State of Illinois, Illinois Emergency Management Agency and Office of Homeland Security and County of McLean (Agreement No. 25REPMCLEA). The motion passed unanimously.

7D1c) Chairman Erickson moved, and Member Lyndsay Bloomfield seconded the motion requesting approval of an Illinois Medication Assisted Recovery Learning Collaborative Memorandum of Understanding – Implementation Grant. The motion passed unanimously.

E. PROPERTY COMMITTEE – Chair Val Laymon had no items to present.

F. LAND USE AND DEVELOPMENT COMMITTEE – Chair Lea Cline had no items to present.

G. TRANSPORTATION COMMITTEE – Chairman Jim Rogal had 1 item to present.

7G1a) Chairman Rogal moved, and Member Eric Hanson seconded the motion requesting approval of a Resolution of the McLean County Board Assigning and Transferring Section 5311 & DOAP Funding to Connect Transit. The motion passed unanimously.

H. COUNTY ADMINISTRATOR – County Administrator, Cassy Taylor had no items to present.

Other Business and Communication

Chair Metsker wanted to compliment the Committee Meetings on their attendance and participation in the budget meetings. Property Committee Chair Val Laymon invited the public out to Comlara Park on Saturday October 19th from 1-9 p.m. for the Fall Colors Family Day. Executive Committee Vice Chair Elizabeth Johnston mentioned the Bloomington Bison vs Toledo Walleyes hockey game would be on Saturday October 19th at 7 p.m. at the Grossinger Motors Arena.
