The regular meeting of the Pontiac City Council was held on October 21, 2024. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.
The City Clerk was directed to call roll, and the following members of the Council were present: Giovanini, Barr, Kallas, Eckhoff, Lee, Causer, Bradshaw, Howard and Wille. Absent: Cranford.
CONSENT AGENDA
Mayor Alvey stated that there were (6) items on the consent agenda. He asked if any needed to be removed for later discussion. Hearing none, motion made by Eckhoff and second by Howard that the items on the consent agenda be approved as presented.
A. Motion by Eckhoff, second by Howard to approve the minutes of the October 7, 2024 Regular City Council meeting. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Causer, Bradshaw, Howard and Wille.
B. Motion by Eckhoff, second by Howard to approve payment of bills totaling $203,255.25 from all funds. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Causer, Bradshaw, Howard and Wille.
C. Motion by Eckhoff, second by Howard to approve referral to Planning & Zoning Board Pre-Annexation Agreement with ILPO, Redwood MHP LLC for the determination of Zoning and Special Use for a Mobile Home Park. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Causer, Bradshaw, Howard and Wille
D. Motion by Eckhoff, second by Howard to approve setting a Public Hearing for the Annexation of Redwood Mobile Home Park, Redwood Self Storage and Redwood Self Storage North at 7:01 P.M. November 18, 2024. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Causer, Bradshaw, Howard and Wille
E. Motion by Eckhoff, second by Howard to approve referral to Planning & Zoning - Variance for sign height - RP Lumber. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Causer, Bradshaw, Howard and Wille
F. Motion by Eckhoff, second by Howard to approve referral to Planning & Zoning - subdivide property at 601 N. Court St. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Causer, Bradshaw, Howard and Wille
REGULAR AGENDA
A. Fall Fest Update
Council was informed that there are 35 cars scheduled for the "trunk treating" for the Fall Fest scheduled for October 26th. There will also be awards given for the "trunks", craft and food vendors, games and more. 2,000 - 2,500 are expected to attend.
B. Approval - Rec Plex Playground purchase
Discussion on the purchase of playground equipment at the Rec-Plex. Consensus of Council was to re-evaluate the pricing for the purchase and come back to Council for approval.
C. Housing Study Update
Alderwoman Eckhoff noted that there has bee card mailings and news letter notices to have residents complete assessment survey. Both also have a link to the City's website to complete survey.
D. Approval - Topographical Survey - Madison St. Project
Motion by Eckhoff, second by Wille to approve the Topographical survey with Chaman Associates for the Madison Street Project at a cost of $34,000.00. On a roll call vote motion carried 8-1. Aye votes recorded: Barr, Kallas, Eckhoff, Lee, Causer, Bradshaw, Howard and Wille. Nay vote recorded: Giovanini
E. Approval - Topographical Survey - Centennial Plaza Project
Motion by Causer, second by Lee to approve the Topographical Survey at a cost of $6,900.00 with the Farnsworth Group. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Causer, Bradshaw, Howard and Wille
F. Approval - Owner Architect Agreement - PGAV - Centennial Plaza
Motion by Eckhoff, second by Causer to approve the Owner Architect Agreement with PGAV for the Centennial Project. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Causer, Bradshaw, Howard and Wille
G. Soil Boring Proposal - Centennial Plaza
Motion by Giovanini, second by Eckhoff to approve the Soil Boring Proposal for the Centennial Plaza Project with Midwest Engineering and Testing at a cost of $3,996.00. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Causer, Bradshaw, Howard and Wille
H. Approval - Amendment to Salary Schedule FY 25
Motion by Eckhoff, second by Lee to approve the Amendment to the salary Schedule FY 25, regarding the salary of the assistant Police Chief to $99,000.00. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Causer, Bradshaw, Howard and Wille
I. Ordinance 2024-0-024 - Variance for Wendy's Sign Height
Motion by Eckhoff, second by Barr to approve Ordinance 2024-0-024 granting a variation from the Pontiac Zoning Ordinance regarding sign height at the Wendy's restaurant. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Causer, Bradshaw, Howard and Wille
J. Ordinance 2024-O-025 Zoning District Change - Schrock 719 W. Cleary St
Motion by Kallas, second by Lee to approve Ordinance 2024-0-025, Ordinance changing zoning classification at 719 w. Cleary St. To B-3 to install a shed on property. On a roll call vote motion carried 9-0. Aye votes recorded: Barr, Giovanini, Kallas, Eckhoff, Lee, Causer, Bradshaw, Howard and Wille
Mayor Comments
Reminded everyone to attend the Fall Fest on the 26th and to remember to vote on November 4th
Administrator Comments
Jim Woolford scheduled a Infrastructure meeting for Tues, October 29th at 5:30 P.M.
He also note that the house on Mill St have been torn down and there will soon be an update on the pickle ball courts.
Council Comments
Alderwoman Eckhoff wanted to recognize Paul Miller for all his volunteer help at the Oaks golf course.
Alderman Kallas asked about the email received regarding the homeless in Pontiac.
Deb Howard with the United Way, who sent the email, told Council that there are 198 homeless in Pontiac, 64 of them are children, some living in their cars. There is a need for affordable housing and daycare in Pontiac.
