The Board of Trustees for the Town of the City of Bloomington convened in regular session in the Government Center Boardroom at 5:32 PM, Monday, November 25, 2024. The meeting was called to order by Trustee Mwilambwe who led the Pledge of Allegiance.

Item 5.A. Consideration and Action to Approve the Minutes of the October 28, 2024, Regular Session of the City of Bloomington Township Board Meeting, as requested by the Township Clerk. (Recommended Motion: The proposed Minutes be approved.)
Item 5.B. Consideration and Action to Certify the October 2024 Statement of Funds for the General Town Administration Fund, General Assistance Fund, and Cemetery Fund, as requested by the Township Supervisor. (Recommended Motion: The October 2024 Statement of Funds be certified.)
Item 5.C. Consideration and Action to Approve the November 25, 2024, General Town Fund Request for Payment, as requested by the Township Supervisor. (Recommended Motion: The November 25, 2024, Request for Payment be approved.)
Item 5.D. Consideration and Action to adopt the 2025 Annual Schedule of Meetings for the Township Board of Trustees and the Evergreen Memorial Cemetery Board of Trustees, as well as the 2025 Schedule of Holiday Office Closures, as requested by the Township Clerk. (Recommended Motion: Adopt the 2025 Annual Schedule of Meetings as well as the 2025 Schedule of Holiday Office Closures.)

Regular Agenda
The following item was presented:
Item 6.A. Consideration and Action on the Adoption of the Fiscal Year 2025 Tax Levy Ordinance, as requested by the Township Supervisor.
No discussion was had.
Trustee Hendricks made a motion, seconded by Trustee Crumpler, to approve the Fiscal Year 2025 Tax Levy for Tax Year 2024 of $2,351,600 be adopted and the Tax Levy Ordinance No. 2024-02, as certified by the Township Clerk, be passed and placed on file with the County Clerk

Reports by Elected Officials
The following item was presented:
Item 7.A. Presentation and Discussion of the Township Supervisor's Report, as requested by the City of Bloomington Township.
Supervisor Skillrud reported on the success of a pilot program to provide rent assistance to those in a recovery program with Chestnut Health System and their interest in expanding the program. She noted that the Township would present to the Board in December a Housing Eviction Relief Effort (“HERE”) Program, with similar criteria as previously implemented because all available relief efforts from Mid Central Community Action are exhausted.
Trustee Montney arrived at 5:37 PM.
Trustee Ward and Supervisor Skillrud discussed job duties performed in the workfare program.
Trustee Crumpler and Supervisor Skillrud discussed how the pilot program was started with Chestnut Health Systems and the success rate.
Item 7.B. Presentation and Discussion of the Township Assessor's Report, as requested by the City of Bloomington Township.
Assessor Scudder noted the recent deadline to submit Equalized Assessed Value (“EAV”) challenges to the County Board of Review. He reported that while housing sale prices currently exceeded the EAV, it was his belief that those would begin to level out.
Trustee Montney and Assessor Scudder discussed concerns constituents reported regarding EAV increases and multipliers.
