City of Pontiac City Council met Dec. 16.

Here are the minutes provided by the council:

The regular meeting of the Pontiac City Council was held on December 16, 2024. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Giovanini, Barr, Kallas, Eckhoff, Causer, Lee, Cranford, Bradshaw, Howard and Wille.

PROCLAMATION

Mayor Alvey read the proclamation honoring the work of State Senator, Dr. Tom Bennett, and that the City of Pontiac thanks him for his work on behalf of the City.

CONSENT AGENDA

Mayor Alvey stated that there were (2) items on the consent agenda. He asked if any needed to be removed for later discussion. Hearing none, motion made by Eckhoff and second by Wille that the items on the consent agenda be approved as presented.

A. Motion by Eckhoff, second by Wille to approve the minutes of the December 2, 2024 City Council meeting. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

B. Motion by Eckhoff, second by Wille to approve payment of bills totaling $1,133,480.78 from all funds. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

REGULAR AGENDA

A. WWTP Purchase Communications Hardware

Motion by Eckhoff, second by Bradshaw to approve the upgrade for the Wastewater Treatment Plant network system by Entre Solutions at a cost of $21,756.20. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

B. Special Housing Committee Reports

Alderwomen Eckhoff updated Council on the Special Housing Committee, noting that there were 339 responses to the Survey, there will be training for volunteers on December 19, 2024 and review of Ordinances and Policies regarding single family living above commercial buildings.

C. Ordinance 2024-0-034 - 2024 Property Tax Levy

Motion by Eckhoff, second by Barr to approve Ordinance 2024-0-034, property tax levy for the City of Pontiac as written. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

D. 2025 City Council Meeting Schedule

Motion by Causer, second by Howard to approve the 2025 meeting schedule of the City Council. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

E. Ordinance 2024-0-035 - Approving Tax Increment Redevelopment Plan and Project for TIF 4 Redevelopment Project Area

Motion by Causer, second by Lee to approve Ordinance 2024-0-035, approving the tax increment redevelopment plan and project for the TIF 4 Redevelopment Project Area, as written. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

F. Ordinance 2024-0-036 - Designating the TIF 4 Redevelopment Project Area

Motion by Kallas, second by Cranford to approve Ordinance 2024-0-036, designating the TIF 4 Redevelopment Project Area as written. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

G. Ordinance 2024-0-037 - Adopting Tax Increment Financing for TIF 4 Redevelopment Project Area

Motion by Howard, second by Giovanini to approve Ordinance 2024-0-037. An ordinance adopting tax increment financing for the TIF 4 Redevelopment Project Area. As written. On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille.

H. Financing Centennial Plaza

Discussion on the financing of the Centennial Project. Attorney Schrock will contact local banks for information.

Mayor Comments

Mayor Alvey noted that will be a reception for Tom Bennett on Wednesday, December 18, 2024 between 8:30 and 9:30 A.M. Mayor Alvey also mention the upcoming Holiday Tournament at Pontiac Township High School.

Administrator Comments

Jim Woolford thanked all City staff for their help this past year.

Council Comments

Alderman Giovanini asked about the status of the fire station and the Centennial Plaza Study.

Alderwomen Bradshaw wanted to thank all staff for the work this past year.

Public Comments

None

Executive Session

Motion by Giovanini, second by Cranford to adjourn to Executive Session for the purpose of discussing personnel matters and collective negotiations as authorized under Section 2(c)2 of the Illinois Open Meetings Act.

On a roll call vote motion carried 10-0. Aye votes recorded: Giovanini, Barr, Eckhoff, Kallas, Lee, Causer, Cranford, Bradshaw, Howard and Wille

On motion duly made and seconded, the regular meeting of the City Council is adjourned.
