Town of Normal Town Council met Dec. 16.

Here are the minutes provided by the council:

1. CALL TO ORDER:

Mayor Koos called the Regular Meeting of the Normal Town Council to Order at 7:11 p.m., Monday, December 16, 2024.

2. ROLL CALL:

The Clerk called the roll with the following persons

PRESENT: Mayor Chris Koos and Councilmembers Kevin McCarthy, Scott Preston, Kathleen Lorenz, Chemberly Harris, Andy Byars, and Karyn Smith, also present were City Manager Pamela Reece, Assistant City Manager Brian Day, Corporation Counsel Jason Querciagrossa, and Town Clerk Angie Huonker

ABSENT: None.

3. PLEDGE OF ALLEGIANCE:

Mayor Koos led the Pledge of Allegiance to the Flag.

4. PUBLIC COMMENT:

There was no Public Comment.

5. OMNIBUS VOTE AGENDA:

Mayor Koos read aloud the items to be considered by the Omnibus Vote Agenda.

A. APPROVAL OF THE MINUTES OF THE REGULAR COUNCIL MEETING OF DECEMBER 2, 2024.

B. REPORT TO RECEIVE AND FILE TOWN OF NORMAL EXPENDITURES FOR PAYMENT AS OF DECEMBER 11, 2024

C. RESOLUTION AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT WITH MCLEAN COUNTY FOR CENTRALIZED BOOKING SERVICES: Resolution No. 6330

D. RESOLUTION WAIVING THE FORMAL BIDDING PROCESS AND APPROVING A FIVE-YEAR AGREEMENT WITH AXON ENTERPRISE INC. FOR TASERS AND ASSOCIATED TRAINING AND EQUIPMENT IN A TOTAL AMOUNT OF $412,944.47, TO BE BILLED OVER FIVE YEARS: Resolution No. 6331

E. RESOLUTION TO APPROVE A MEMORANDUM OF UNDERSTANDING WITH HEARTLAND COMMUNITY COLLEGE TO GRANT A LICENSE TO OCCUPY AND USE OF MIRACLE LEAGUE FIELD FOR TOWN OF NORMAL: Resolution No. 6332

MOTION:

Councilmember McCarthy moved, seconded by Councilmember Harris, the Council Approval of the Omnibus Vote Agenda.

AYES: Lorenz, Harris, Byars, Smith, Preston, McCarthy, Koos.

NAYS: None.

Motion declared carried.

Harris excused herself from voting on any bills that she incurred as a Councilmember. Items A, B, C, D, and E were approved by Omnibus Vote.

6. ITEMS REMOVED FROM OMNIBUS VOTE AGENDA:

There were no items removed from the Omnibus Vote.

GENERAL ORDERS:

7. RESOLUTION APPROVING AN AMENDED FINAL DEVELOPMENT PLAN FOR THE SHOPPES AT COLLEGE HILLS PUD (313 S. VETERANS PARKWAY, FORMER LOGAN’S RESTAURANT): Resolution No. 6333

MOTION:

Councilmember McCarthy moved, seconded by Councilmember Harris, the Council Approval of a Resolution Approving an Amended Final Development Plan for the Shoppes at College Hills PUD (313 S. Veterans Parkway, Former Logan’s Restaurant)

AYES: Harris, Byars, Smith, Preston, McCarthy, Lorenz, Koos.

NAYS: None.

Motion declared carried.

8. ORDINANCE REZONING PROPERTY IN THE TOWN OF NORMAL – HEARTLAND CHURCH (1811 N. LINDEN): Ordinance No. 6004

MOTION:

Councilmember McCarthy moved, seconded by Councilmember Preston, the Council Approval of an Ordinance Rezoning Property in the Town of Normal – Heartland Church (1811 N. Linden).

AYES: Byars, Smith, Preston, McCarthy, Lorenz, Harris, Koos.

NAYS: None.

Motion declared carried.

COUNCIL MINUTES - 3 - DECEMBER 16, 2024

9. RESOLUTION APPROVING A SITE PLAN WITH SPECIAL USE PERMIT FOR GROUND-MOUNTED SOLAR PANELS AT HEARTLAND CHURCH (1811 N. LINDEN): Resolution No. 6334

MOTION:

Councilmember McCarthy moved, seconded by Councilmember Preston, the Council Approval of a Resolution Approving a Site Plan with Special Use Permit for Ground Mounted Solar Panels at Heartland Church (1811 N. Linden).

AYES: Smith, Preston, McCarthy, Lorenz, Harris, Byars, Koos.

NAYS: None.

Motion declared carried.

10. ORDINANCE AUTHORIZING THE 2024 PROPERTY TAX LEVY: Ordinance No. 6005

MOTION:

Councilmember McCarthy moved, seconded by Councilmember Harris, the Council Approval of an Ordinance Authorizing the 2024 Property Tax Levy.

AYES: McCarthy, Harris, Smith, Koos.

NAYS: Preston, Lorenz, Byars.

Motion declared carried.

11. ORDINANCES AUTHORIZING THE ABATEMENT OF 2024 PROPERTY TAXES FOR DEBT SERVICES: Ordinance No. 6006 – Ordinance No. 6014

MOTION:

Councilmember Preston moved, seconded by Councilmember Smith, the Council Approval of an Ordinances Authorizing the Abatement of 2024 Property Taxes for Debt Services.

AYES: McCarthy, Lorenz, Harris, Byars, Smith, Preston, Koos.

NAYS: None.

Motion declared carried.

NEW BUSINESS:

There was no New Business.

PUBLIC COMMENTS:

There was no Public Comment.

12. CONCERNS:

Preston extended congratulations to the recent graduates of Illinois State University and Heartland Community College and wished everyone a Happy Holidays

Harris wished everyone a happy and safe holiday season and encouraged everyone to visit the Santa Station in Uptown Normal.

Lorenz expressed appreciation to Building Commissioner Greg Troemel and gave a shoutout to Uptown Dance for their performance of the "Not So Normal Nutcracker."

McCarthy wished everyone a Happy Holidays and expressed appreciation to Greg Troemel for his dedication and hard work.

13. ADJOURNMENT

There being no further business to come before the Council, Mayor Koos called for a Motion to Adjourn the Regular Meeting of the Normal Town Council to Executive Session to discuss matters pertaining to land acquisition as allowed under 5 ILCS 120/2(C)(5).

MOTION:

Councilmember McCarthy moved, seconded by Councilmember Harris, the Council Accept a Motion to Adjourn the Regular Meeting of the Normal Town Council to Executive Session.

AYES: Byars, Smith, Preston, McCarthy, Lorenz, Harris, Koos.

NAYS: None.

Motion declared carried.

Mayor Koos adjourned the Regular Meeting of the Normal Town Council to Executive Session at 7:20 p.m., Monday, December 16, 2024.
