City of Fairbury City Council met March 19.

Here are the minutes provided by the council:

1. Call to order – Mayor Slagel called the meeting to order at 6:30 p.m.

2. Mayor Slagel directed the Clerk to call roll and the following members of Council answered present: Gary Norris, Steve Endres, Jon Kinate, Jerry Hoffman, Jim Tipton, and Bill Schmidgall. Charles Hoselton Jr and Bruce Weber were absent.

3. Pledge of Allegiance

4. Motion to approve the Consent Agenda – Motion by Kinate, second by Tipton to approve the following items on the Consent Agenda:

A. Minutes from March 5, 2025 council meeting

B. Voucher Invoice Register listing the bills

C. Treasurer’s Cash Report (second meeting of the month)

D. Check Register (second meeting of the month)

E. NONE

F. Overtime Report

Motion carried 6-0 YES-Norris Endres Kinate Hoffman Tipton Schmidgall

5. Mayor Slagel opened Public Comment and the following persons provided comments:

➢ Crystal Little & Erin Fogarty from the Livingston County Health Dept. came to discuss Narcan Education

6. Reports of Departments

➤ Streets - Lonnie Rhoads, Superintendent - absent

➤ Fire – Josh Hoselton, Chief - absent

➤ Sewer – Bruce Pride, Asst. Superintendent – none

➤ Water – Mike Mellott, Superintendent – none

➤ Police – Robert McCormick, Chief - none

➤ City – Brett Ashburn, Superintendent reported –

➢ The Street Dept. installed two of the new hoops of the new basketball courts at

Marsh Park

➢ The Street Dept. is hiring

➤ Legal – Matt Schrock, City Attorney – absent

7. Reports of Aldermen

➤ Alderman Norris reported a constituent had a package stolen from their front porch

➤ Alderman Endres - none

➤ Alderman Hoselton Jr - absent

➤ Alderman Kinate - none

➤ Alderman Weber - absent

➤ Alderman Hoffman - none

➤ Alderman Tipton reported on nuisance properties

➤ Alderman Schmidgall inquired about the Locust St construction

10. New Business – Discussion/Action Items

A. Motion by Hoffman, second by Norris to approve resolution adopting support of grant funding for National Fitness Court. Motion carried 6-0 YES- Norris Endres Kinate Hoffman Tipton Schmidgall

B. Motion by Tipton, second by Endres to approve amendment to Article X in the Fairbury Zoning Code Book. Motion carried 6-0 YES- Norris Endres Kinate Hoffman Tipton Schmidgall

11. Other Items for Discussion & Information

➢ The City of Fairbury is hosting an Easter Egg Hunt at North Park on April 19th at 10 a.m.

12. Public Comment

➢ Diane Pawlowski commented on a false 911 call at her business Antiques & Uniques

13. Executive Session

Motion by Kinate, second by Schmidgall to enter Executive Session at 7:11 p.m.

A. Personnel – Section 2(c)(1) – Employee hiring, firing, compensation, discipline and performance. (Note: An independent contractor is not an employee).

Motion by Kinate, second by Endres to enter Open Session at 7:24 p.m.

Action After Executive Session

14. Adjournment – Motion by Schmidgall, second by Tipton to adjourn at 7:24 p.m.
