City of Le Roy City Council met May 5.
Here are the minutes provided by the council:
The meeting was called to order after the Oath of Office Ceremony by Mayor Steve Dean at 7:05 PM at Le Roy City Hall, 207 S East Street, Le Roy. The council members present were Matt Steffen, Justin Morfey, Ron Legner, Kyle Merkle, Dawn Hanafin, Kelly Lay, and Scott Tucker. Sarah Welte was absent.
Staff members present were Dan Lush, Jason Williamson, Dave Jenkins, and Anita Corso. No public comments were made.
Included on the consent agenda were Regular Meeting Minutes for 4/21/2025 and FY 2025-2026 Budget Committee of the Whole Meeting Minutes 4/21/2025, invoices from 5/5/2025 totaling $197,632.94, payroll for the period of 5/2/2025 in the amount of $ 52,673.21.
The items of the consent agenda were voted on separately.
Motion was made by Matt and seconded by Kyle for approval of the Regular Meeting Minutes and Budget Meeting Minutes. Roll call: Dawn Hanafin-yes, Kyle Merkle-yes, Justin Morfey-yes, Scott Tucker-yes, Matt Steffen-yes, Kelly Lay-abstain, Ron Legner-yes. Motion carried 6 yeas, 0 nays, 1 abstain.
Motion was made by Kelly and seconded by Matt for approval of the invoices and payroll. Roll call: Dawn Hanafin-yes, Kyle Merkle-yes, Justin Morfey-yes, Scott Tucker-abstain, Matt Steffen-yes, Kelly Lay-yes, Ron Legner-abstain. Motion carried 5 yeas, 0 nays, 2 abstain.

Motion by Kyle was seconded by Justin for approval of the Mayoral Appointments for the 2025-2026 Fiscal year. Roll call: Dawn Hanafin-yes, Kyle Merkle-yes, Justin Morfey-yes, Scott Tucker-yes, Matt Steffen-yes, Kelly Lay-yes, Ron Legner-yes. Motion carried 7 yeas, 0 nays.
ORD NO. 25-05-01-80 AN ORDINANCE PROVIDING FOR AND APPROVING OF THE DISPOSAL OF PERSONAL PROPERTY OF THE CITY OF LE ROY, MCLEAN COUNTY, ILLINOIS. Motion to approve by Matt was seconded by Kyle. Discussion included how the transmission has failed on the vehicle and the disposal process. Roll call: Dawn Hanafin-yes, Kyle Merkle-yes, Justin Morfey-yes, Scott Tucker yes, Matt Steffen-yes, Kelly Lay-yes, Ron Legner-yes. Motion carried 7 yeas, 0 nays.
ORD NO. 25-05-02-42 AN ORDINANCE IMPOSING A WATER 2020-2021 ALTERNATE REVENUE BONDS FEE AND ELIMINATING THE WATER CAPITAL PROJECTS FEE. Motion to approve option 1 ( $3.35/1000 gallons) by Dawn was seconded by Matt. Dave explained this would change the flat fees currently in place to usage-based fees instead of a flat fee increase. Discussion reviewed the estimated utility bills of the two options. Roll call: Dawn Hanafin-yes, Kyle Merkle-yes, Justin Morfey-yes, Scott Tucker-yes, Matt Steffen-yes, Kelly Lay-yes, Ron Legner-yes. Motion carried 7 yeas, 0 nays.
ORD NO. 25-05-03-41 AN ORDINANCE IMPOSING A SEWER 2016B ALTERNATIVE REVENUE BONDS PAYMENT FEE AND ELIMINATING THE SEWER CAPITAL PROJECTS FEE. Motion to approve option 1 ($1.95/1000 gallons) by Dawn was seconded by Kelly. Roll call: Dawn Hanafin-yes, Kyle Merkle-yes, Justin Morfey-yes, Scott Tucker-yes, Matt Steffen-yes, Kelly Lay-yes, Ron Legner-yes. Motion carried 7 yeas, 0 nays.
In Old & New Business Dave talked about a workshop meeting with Donohue regarding the sewer plant improvements on 5/15/25 at 5:00pm. The Gilmore drainage project is expected to begin late May and be completed in late June or early July depending on the weather. He’s having a meeting with Public Safety Grants on Wednesday regarding a possible walking / bicycle path over the interstate.
The mayor summarized the liquor hearings. Spring Fling was a success. Arbor Day events were a success. Fifty-six trees were given away. The tree committee will plant the rest around the city. Half River Boots will be closing the end of May. Two new businesses will be coming late summer.
Dave gave an update about the party interested in the old nursing home.
