Le Roy Community Unit School District 2 Board of Education met May 12.

Here are the minutes provided by the board:

The Chenoa City Council met in Regular Session at City Hall on May 13, 2025 called to order by Mayor Shane at 6:30 p.m..

The City Clerk was directed to call roll. The following council members were present: Shane, Shipley, Hernandez, Lopeman and Bell. Commissioner Picket was absent. The following members of staff were present: Treasurer Rowold, Chief Cornwall and Clerk Rhoades. Attorney Mann was absent.

Mayor Shane led in the Pledge of Allegiance.

Consent Agenda

Motion by Hernandez, second by Lopeman to approve the Minutes of the Regular Meeting of April 22, 2025 that the bills and payrolls be allowed, and orders on the Treasurer be drawn in payment of the same. #5789 Motion carried by unanimously affirmative vote.

Motion by Lopeman, second by Hernandez to Approve to Seat Jay Bell as Finance and Insurance Commissioner. #5790 Motion carried by unanimously affirmative vote.

Commissioner Lopeman said there were no changes made since the copy he gave the council at the last meeting. Motion by Lopeman, second by Hernandez to Approve MFT Funds for Fiscal Year 2025-2026. #5791 Motion carried by unanimously affirmative vote.

Chief Cornwall explained they drive their squad cars 5 years before replacing them. The last one did start having some transmission issues that had to be paid for out of pocket. The factory warranties come 30,000 and 60,000 miles. The dealership offers a 5 year or 150,000 mile warranty for $3,795 with the deductible being $100. The council agreed this would be a good idea and to allow for Chief Cornwall to move forward with purchasing the extended warranty.

Motion by Bell, second by Shipley to Approve the Bid to Complete Well #5 Repairs $171,552.00 #5792 Motion carried by unanimously affirmative vote.

Mayor Shane said the grant was written up for Red Bird Park. They figured out how much it will cost to get the pool back in line which will be about $500,000 to $700,000. They want to work on getting the OSLAD grant for the pool instead.

Comments

Public: Jackie Moore explained her concerns with the people that own All Seasons and Autumn Oaks. She said there is farming being done near there which is not zoned for that. She said he has been listing himself as a religious housing ministry and there is no church there. She does currently have a lawsuit on the owners. The City did inform her that it is a civil issue and the City can not do anything. She said the City needs to look into the tax portion of it.

Mary Shifflet asked for clarification on the process of picking up sticks. She said her neighbors have been in buckets and picked up but hers that are in a small bucket do not get picked up. Commissioner Lopeman said he is unsure why some are getting picked up and others are not. The code does state no brush or sticks should be in buckets or containers. He said he will talk to the employees to find out what is going on.

Cheryl Stevens voiced her concern about the garbage company dumping and not cleaning up the garbage that falls out. Mayor Shane said he has spoken with them in the past about this. He will bring it back up when they meet to discuss a possible new contract.

Sally Decker represented the C.A.R.E Charity for Melissa Copper. She asked permission to collect at the four-way on June 8 which the council did not have any issues with. She asked if the park will be mowed prior to the event this weekend and the flags removed, Commissioner Hernandez said yes that he had already talked to Melissa earlier that day.

Chad Decker asked when the stump by his alley will be removed as it has been there over two years. Commissioner Lopeman said it is on their list for when they have enough to make the price worth having someone come and remove all of them that were not done prior to him being here.

Les Roberts asked for an update on the water issue at Karen Viemont’s property. He was informed they are in the process of coming up with a plan to get it fixed. Commissioner Bell explained the two different lines and will talk with Josh to get it done.

Sally Decker shared a comment, that if they waited to mow their yards on the city property for as long as it takes to get something done, how would the City like it. Mayor Sahnew said he appreciated her comment.

Jackie Moore asked how much money the pool brings in every year. Mayor Shane said not near enough. Jackie then asked why we keep it open. Multiple residents said because we need it and have nothing else in town as a service.

Attorney: None

Treasurer: Treasurer Rowold gave an overview of the accounts for 2025 and they are all a surplus. The swimming pool is only a surplus due to the large amount given by the General Fund. They need to start getting the budget done.

Commissioner: Commissioner Lopeman said they finally have salt in the new salt shed. They have vac ruck training the rest of the week. They will start working on alleys soon then some of the sink holes and storm tile problems. Mayor Shane said the water meters are needing replaced and he has talked with a couple companies. The cost is between $200,000 to $350,000 to replace them. Trees will be planted along the bike trail on Thursday and Friday if anyone would like to help.

Motion by Hernandez second by Lopeman that the council do now adjourn. #5793 Motion carried by unanimously affirmative vote.
