City of Lexington City Council met July 14.

Here are the minutes provided by the council:

I. Call to Order

Meeting was called to order by Mayor Johansen at 7:00 p.m.

II. Pledge of Allegiance

Mayor Johansen led the group in the Pledge of Allegiance.

III. Roll Call

Present: Mayor Johansen, Clerk Roberds, Alderman Richard, Alderman Franklin, Alderman Mattingly, Alderwoman Shubert, Alderwoman Wilson

Absent: Alderman Stover

Members of the public present: Peg Reynolds

IV. Consideration/Vote to approve the minutes of the June 23, 2025 regular city council meeting.

Motion to approve made by Alderwoman Wilson. Seconded by Alderman Mattingly. Motion passed 5-0.

V. Consideration/Vote to approve the paying of bills/Treasurer’s Report. Motion made by Alderman Richard to approve paying of bills in the amount of $57,979.72. Seconded by Alderman Franklin. Motion passed 5-0.

VIII. New Business:

A. Discuss/Vote: Agreements with McLean County Animal Control

Got the contracts from McLean County Animal Control. One is for removal. One is for shelter services. Spencer recommends we approve both contracts together. They will take effect in August but he would like to get them signed and get them back to the county. Fee for the county to remove a dog from Lexington is $106 during normal business hours (M-F 9:00 am to 4:00 pm). $212 for pickup after hours or emergency. Sheltering fees are $77.50 for day 1, then $51.50 per for day 2 through mandated hold. We had a contract until 2 years ago. It expired and we didn’t renew it. Motion to approve both agreements made by Alderman Franklin. Seconded by Alderman Richard. Motion passed 5-0. B. Discuss/Vote: 2025-26 Budget

Two major additions were extension of Wirtz way, and new city shed. Other than that, the budget looks pretty solid. Once we approve the budget, appropriations will need to be approved on the 28th. Motion to approve 2025-26 budget made by Alderman Mattingly. Seconded by Alderman Franklin. Motion passed 5-0. C. Discuss Employee Policy Manual

Alderwoman Wilson provided everyone with a link to the new Employee Policy Manual, which is from the Illinois Municipal League, modified to insert “the City of Lexington” where applicable. We will need to compare this one to the old version and make the necessary updates. Lisa will compare, make updates, and we will discuss again at the July 28th meeting. Hard copies will be made available to anyone needing one.

IX. Committee Reports

A. Mayor’s Report Johansen

Working on a couple businesses on the back burner.

July 25th – Blues concert at the park at 7. Farmers market. Coffee Trailer. Taking down billboards on memory lane. The school arts dept is going to redo them.

B. Police Richard

Had a couple interviews for school resource officer. No announcement yet on that.

C. Building/Insurance Wilson

Nothing to report

D. Finance/TIF Stover

Nothing

E. Public Works Richard

Mike has to get with Billy, Bill, and Kaden to discuss what we need to do to speed up our discharge process.
