Village of Heyworth Board of Trustees met July 10.

Here are the minutes provided by the board:

Location of Meeting: Village Hall-108 S. Buchanan St., Heyworth, IL 61745

Meeting Called To Order by Mayor Moore at 6:30pm.

Roll Call: A Quorum of the Village Board was present during the following roll call of Trustees taken by the Village Clerk:

Motion (Girdler, Lauterberg) to allow Trustee Bryan Sheppard to attend the meeting remotely due to work. All aye.

REPORT FROM THE MAYOR:

Mayor Moore discussed the 4th of July event.

REPORT FROM CLERK – STACY SHOEMAKER:

No report.

REPORT FROM OFFICE MANAGER-STACY SHOEMAKER:

Stacy Shoemaker reported to the board whether anyone would like to attend the IML Conference in Chicago to let

her know by next week so that the registration can be completed.

Reported if anyone has any questions about the Holiday and pay period, she will try to explain as best as she can.

REPORT FROM CHIEF JONES:

Chief Jones reported the June activity report is in everyone’s packet.

Reported registering 57 golf carts this year so far.

Reported the 4th of July event went well this year.

Reported Susan Cameron would like to make another donation.

Reported sending an email for policy changes on admin leave.

Reported the part-time officer we sent a conditional offer letter to is finishing up on her medical fitness.

Discussed with the board in the personnel policy, the holiday has to be used within 90 days and would like to have that change to be used by the end of the fiscal year.

Discussed the counseling for a police shooting, etc and how that works.

REPORT FROM CODE COMPLIANCE-DAVE SHAFER:

David Shafer reported a Notice of Warranty work for Prairie View was sent to Developer on 7/1. No response from the developer, however some warranty work has started.

Reported year up to date we have issued 58 building permits.

Discussed the Title 10, Chapter 8 email that was sent out to the board.

Reported reaching out to IDNR on 6.19 and they were hoping to have application reviews completed by 6/25 but have not heard anything yet for the IDNR Flood Mitigation.

Reported the bank has foreclosed on 512 E. Pease but have not been responsive to the need to clean up and maintain the property. Should we continue to wait on the bank and continue to allow them to accrue fines or if we take action to remove the garbage and debris.

REPORT FROM PUBLIC WORKS -DAVID SHAFER:

Water:

David Shafer reported we are currently receiving samples for lead and copper testing for the 10 new addresses on our lead and copper sample plan. We have one more address that still needs to submit their water sample. Reported our 2024 Water Quality certifications have been sent to the IEPA.

Reported EPA has accepted everything from their evaluation letter and has closed out the file. Reported replacing the filtered water meter at the water plant that had failed after 26 years. Reported relacing the distribution pressure transducer after a failure on June 1st.

Sewer:

Reported we should be receiving approval on the sewer grant soon.

Reported we had a resident that was having sewer problems. It was determined that Frontier’s contractor hit their sewer two times. Frontier’s contractor (Directline) agreed to pay the contractor directly for the damages to repair the sewer.

Reported replacing the broken doors at the sewer plant.

Parks:

Centennial Park:

Reported 4th of July went well, the only complaint received was that the west entrance needs lighting and maybe some additional lighting along the highway for safety.

Cobble Creek Park:

Reported the park improvements are complete.

Hillside Park:

Reported the new playground equipment has been delivered, planning on August/September for installation. Equipment & Staffing:

Reported working on reviewing public works job descriptions, this is a good time to reopen the discussion on adjusting the public works department and creating the parks supervisor we started discussing in February. Reported Windows 11 update is complete, and it did impact the police department, and we have a temporary solution in place until the county reporting system is updated.

Reported the Village Membership in MS-ISAC along with the services provided will no longer be available for free due to DOGE cuts in the federal government. If we intend to remain a member of MS-ISAC/CIS we will incur a cost of $1,495 for 2025-2026.

Reported IPads for public works have been delivered and configured and they have started to use them. Reported a conversation with Stacey Rees about having an intergovernmental agreement to utilize each of the for labor and equipment.

REPORT FROM ENGINEER-DAVID SHAFER:

David Shafer reported having several discussions with the realtor for a new lot south of Perfection Powder Coating. They will need to extend the water main along with the required platting and zoning.

Reported on the IHDA board meeting was at the end of June. The Prairie Meadows Senior apartments did not receive funding through IHDA. It appears that this project may not come back again. However, we were approached by a developer who is looking at a single-family development on the we side of Prairie Meadows. Reported on the ITEP Grant and IDOT was agreeable to a Welcome to Heyworth imprint/sign on the retaining wall subject final artwork review.

REPORT FROM TREASURER & BUDGET OFFICER-:

None.

REPORT FROM ADMINISTRATOR-GEOFF DODDS:

Absent but left report.

REPORT FROM ATTORNEY-GEOFF DODDS:

Absent.

PUBLIC COMMENT:

Joyce Ryburn discussed police officers on new 51. Chief Jones explained to her that we have jurisdiction on 51. Tricia Braid-Wyndhaven Subdivision passed out a memo to the board and read memo to them regarding the Land Use Plan.

STREETS & PUBLIC INFRASTRUCTURE-:

No report.

PARKS & INFRASTUCTURE-TRUSTEE MOWERY:

Trustee Mowery reported having a really good response from the DJ. Fireworks were good. Reported planning for next year’s 250th.

ED&P-TRUSTEE SHEPPARD:

No report.

OLD BUSINESS:

None.

ORDINANCES, RESOLUTIONS & MOTIONS: 7.1-7.2

Motion (Strunk, Bertrand) to approve Regular Meeting Minutes for June 5, 2025. All aye. [Motion Carried] 2025-42 (Mowery, Lauterberg) Ordinance amending the Personnel Policy of the Village of Heyworth. 6-yes. 0-no. [Motion Carried]

New Business:

None.

Set schedule of meetings: Village Board Meeting on July 24th at 6:30pm.

Trustee Bertrand and Trustee Girdler reported they will both be gone during this meeting.
