Protecting the local economy has become a focus for Illinois State Sen. Chris Balkema (R-Pontiac), who is working on legislation to support business growth in the 53rd District. According to Balkema, Chicago saw a 17% decline in licensed businesses since 2015, reaching its lowest number of operating businesses in a decade by 2024. He contrasted this with rural communities, emphasizing the importance of small and family-owned businesses.

Balkema said his legislative efforts aim to reduce property taxes, cut regulatory barriers, and encourage investment for both large employers and small businesses. “My work is aimed at making the 53rd District a place where businesses can thrive, families can find opportunities close to home, and our neighborhoods remain strong and safe,” he stated.

In other legislative developments, Governor J.B. Pritzker recently signed House Bill 460 into law. The bill expands eligibility for taxpayer-funded scholarships, grants, and stipends to non-citizens who are not eligible for federal aid. Balkema opposed the bill, stating: “I voted against the legislation earlier this year, emphasizing that federal law withholds student aid from non-citizens, and that HB 460 sidesteps those protections by using state dollars instead.”

He also criticized a provision in the law that allows individuals who do not register for Selective Service—including transgender individuals—to be eligible for aid. “This provision weakens compliance with federal law, undermines fairness, and raises questions about national defense obligations,” Balkema said.

Balkema added: “I believe that at a time when Illinois families are under financial strain, HB 460 prioritizes benefits for illegal immigrants and those who avoid Selective Service over the very citizens the state is supposed to serve.”

Separately, the Illinois Department of Transportation (IDOT) announced openings for seasonal positions as part of its Snowbird program. These temporary jobs help maintain over 45,000 lane miles during winter weather events. Open positions include Winter Salaried Highway Maintainers and hourly Snow Removal Operators. Applicants must have a valid commercial driver’s license with proper endorsements; veterans are encouraged to apply.
