The City of Bloomington and the Town of Normal have selected Constellation NewEnergy, Inc. as the new supplier for their Electric Aggregation program after a competitive bidding process. The agreement with the current provider ends in June 2025, at which point Constellation NewEnergy will take over with a fixed rate of $0.10899 per kilowatt hour for residential customers. This rate will be effective for 12 months starting in June 2025.
The newly approved rate is higher than the existing rate of $0.07859 per kilowatt hour, a change attributed mainly to adjustments in national energy markets.
Residents will receive a letter from Constellation NewEnergy detailing the new municipal rate. Unless residents opt out, they will be automatically enrolled in the program.
Participation in the Electric Aggregation program is voluntary. Those who do not wish to participate can remain with their current electricity supplier by opting out after receiving an official notification letter.
Customers on residential rates will have two chances to opt out at no cost—once through correspondence from Constellation NewEnergy and again via Ameren, both delivered by mail. To decline participation, residents must follow instructions provided in these letters by May 7, 2025.
Both municipalities are members of CIMA (Central Illinois Municipal Aggregation), a group that combines more than 60,000 electric accounts—including those from local governments and small businesses—to negotiate better pricing on electricity supply.
According to officials: "The Town of Normal and the City of Bloomington do not benefit from this program. The program is purely for residents’ use and access, offering an option to save money and provide a predictable rate."
Constellation NewEnergy was chosen because it "provided the best overall value for the community" during the selection process.
