Town of Normal announces key leadership appointments

Several leadership changes have been announced in the Town of Normal’s administration, according to City Manager Pamela Reece. The appointments are effective immediately.

“I am thrilled the Town of Normal continues to recruit and retain exceptional employees, allowing the opportunity to promote from within,” said Reece. “My goal is to continue effectively planning and promoting succession development opportunities and to position employees for growth and development as leaders.”

Brian Day has been named Assistant City Manager after serving as Interim Assistant City Manager since late 2023. Day previously worked as Corporation Counsel for the Town of Normal since 2014. Before joining the town, he was lead staff attorney for the Illinois Municipal League from 2008 to 2014, advising municipal attorneys statewide and representing local government interests in the Illinois General Assembly. From 2001 to 2008, he served as a staff attorney at the Illinois Legislative Reference Bureau, drafting tax and local-government legislation. Day is a graduate of Washington State University and holds a Juris Doctorate from John Marshall Law School in Chicago. He is also a U.S. Air Force veteran who served during Operation Desert Storm.

Jason Querciagrossa will become Corporation Counsel after serving as Interim Corporation Counsel since late 2023. Querciagrossa joined the Town of Normal in 2018 as Deputy Corporation Counsel, where he led municipal prosecutions and litigation matters. He previously worked at Aplington, Kaufman, McClintock, Steele & Barry, Ltd., and interned with Alliant Insurance Services’ Legal Department during law school. Querciagrossa graduated from the University of Illinois and earned his law degree from the University of San Diego School of Law. He is licensed to practice law in both Illinois and California.

Jenny Keigher has been appointed Assistant City Manager while continuing her work as director of Human Resources since 2018. This move reintroduces a second assistant city manager position that had existed under former City Manager Mark Petersen when both Pamela Reece and Salley Heffernan held those roles. Keigher joined the Town in 2007 with experience in benefits coordination, recruitment, and personnel management. She holds bachelor’s and master’s degrees in English from Illinois State University-Normal and a Master of Public Administration from the University of Illinois-Springfield. Keigher is active in several professional organizations including serving on committees for human resources associations.

Kevin Sheahan will take over as Director of Human Resources after working as assistant corporation counsel since May 2022. Sheahan previously practiced at a Peoria-based law firm focusing on municipal issues, real estate matters, employment disputes, and litigation. He also clerked for the U.S District Court for Southern District of Illinois before joining Normal’s legal department. Sheahan graduated from University of Illinois at Urbana-Champaign and Southern Illinois University School of Law; he served with the Illinois Air National Guard while attending university.

The town will be hiring an assistant corporation counsel to fill Sheahan’s previous role.
