City of Lexington City Council met Sept. 22.

Here are the minutes provided by the council:

I. Call to Order

Mayor Johansen called the meeting to order at 7:00 pm.

II. Pledge of Allegiance

Mayor Johansen led the council in the Pledge of Allegiance.

III. Roll Call

Council members present: Mayor Johansen, Clerk Roberds, Alderman Stover, Alderman Mattingly, Alderwoman Shubert, Alderwoman Wilson, Alderman Richard (arrived at 7:13).

Absent: Alderman Franklin

Members of the public present: Peg Reynolds, Sgt Bryan Schultz

IV. Consideration/Vote to approve the minutes of the August 25th, 2025 Zoning Board of Appeals Public Hearing meeting.

Motion to approve made by Alderwoman Wilson and seconded by Alderman Mattingly. Motion passed.

V. Consideration/Vote to approve the minutes of the August 25th, 2025 regular city council meeting.

Motion to approve made by Alderwoman Wilson and seconded by Alderwoman Shubert. Motion passed.

VI. Consideration/Vote to approve the paying of bills/Treasurer’s Report. Motion to approve paying of the bills in the amount of $79,279.11 made by Alderman Stover. Seconded by Alderman Mattingly. Motion passed.

VII. Public Input: None

VIII. Old Business: None

IX. New Business:

A. Discuss/Vote to approve Resolution 2025-6 Regarding the Release of Closed Session Minutes

Motion to approve made by Alderwoman Shubert and seconded by Alderwoman Wilson. Motion passed.

B. Discuss/Vote to approve TIF request for 104 S Grove Street

Motion to approve made by Alderman Mattingly and seconded by Alderwoman Wilson. Motion passed.

X. Committee Reports

A. Mayor’s Report Johansen

Trailer Park – got a call from the guy looking to buy it. 2 people interested. One has contacted Farnsworth and GA Rich to hook the sewer up. Mayor put the agreement with current owner on hold till he hears back.

Ameren/Cornbelt situation – Governor’s office got both at the table together. Meeting Wednesday. Mayor should know more after that.

Showed the laundromat today for potential new business. Will keep us posted.

Merchants on main and Oktoberfest were very successful. Hats off to the 3 ladies who organized.

Mayor and Star with B/N Rt66 100th anniversary representative. Each community was assigned an era. Lexington is the 1930s.

Update on assistance for Mike at Subway. Spencer told him we will need some type of financial report. He hasn’t received that yet. Will keep us posted.

B. Police Richard

Checking into getting membership deal for the police force at the fitness center. C. Building/Insurance Wilson

Nothing

D. Finance/TIF Stover

Nothing

E. Public Works Richard

Ordered drive for sewer pump. Got tornado damaged parts fixed.
