McLean County Justice Committee met Sept. 3.

Here is the minutes provided by the committee:

The Justice Committee of the McLean County Board met on Tuesday, September 3, 2019 at 4:30 p.m. in Room 400 of the Government Center, 115 E. Washington Street,

Bloomington, Illinois.

Members Present: Chairman George Gordon Members George Wendt, Susan Schafer, Carlo Robustelli, Jim Soeldner, Randall Martin and Lyndsay Bloomfield

Members Absent: None

Other County Board

Members Present None

Staff Present: Ms. Camille Rodriguez, County Administrator, Mr. Eric Schmitt, Assistant County Administrator, Ms. Cassy Taylor, Assistant County Administrator; Ms. Jessica Woods, First Assistant State’s Attorney - Civil Division, and Ms. Julie Morlock, Recording Secretary

Department Heads/Elected Officials Present: Michael Donovan, Director Court Services; Mr. Jason Tabb, Juvenile Detention Center, Ms. Molly Evans, Children’s Advocacy Center, Ms. Carla Barnes, Public Defender, Ms. Kathy Yoder, Coroner

Others Present:

Chairman Gordon called the meeting to order and declared a quorum. Mr. Gordon asked for a moment of silence in memory of Highway Department employee, Scott Bundy.

Chairman Gordon presented the minutes of the July16, 2019 special meeting and August 6, 2019 regular meeting for approval.

Motion by Martin/Soeldner to approve the minutes from the July 16 2019 special meeting and August 6, 2019 regular meeting.

Motion Carried.

Chairman Gordon confirmed there were no appearances by members of the public.

Ms. Molly Evans, Director, Children’s Advocacy Center, presented for action a request to approve a grant between McLean County and the State of Illinois Office of the Attorney General for the Violent Crime Victims Assistance Program for McLean County Children’s Advocacy Center. Ms. Evans went over the grant and indicated it covers a portion of the forensic interviewer’s salary and fringe benefits. Mr. Gordon asked if remainder of salary comes out of the general fund. Ms. Evans indicated it comes out of their special fund.

Motion by Robustelli/Schafer to recommend approval of a grant between McLean County and the State of Illinois Office of the Attorney General for the Violent Crime Victims Assistance Program for McLean County Children’s Advocacy Center.

Motion Carried.

Ms. Evans presented for action a request to approve a grant between McLean County and the State of Illinois Office of the Attorney General for the Violent Crime Victims Assistance Program for McLean County CASA. Ms. Evans indicated this is same as last item but for the CASA program and a CASA case worker’s salary and fringe benefits.

Motion by Schafer/Robustelli to recommend approval of a grant between McLean County and the State of Illinois Office of the Attorney General for the Violent Crime Victims Assistance Program Grant for McLean County CASA.

Motion Carried.

Ms. Evans presented for action a request to approve a Resolution Amending the Funded Full-Time Equivalent Positions Resolution for 2019 (CASA). Ms. Evans explained she had been contacted about a grant opportunity through the Illinois Department of Children and Family Services that would provide funding for a full-time position, a trainer / recruiter for the program. She indicated they are limited in training opportunities they can attend as it has to be afterhours, so this position would help. Mr. Soeldner asked if this position would go away if the grant goes away. Ms. Evans confirmed that would likely be the case.

Motion by Martin/Robustelli to recommend approval of a grant between McLean County and the State of Illinois Office of the Attorney General for the Violent Crime Victims Assistance Program Grant for McLean County CASA.

Motion Carried.

Ms. Evans presented for action a request to approve an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2019 Combined Annual Appropriation and Budget Ordinance (CAC). Ms. Evans indicated this was the money offered in the grant for salary, fringe benefits, supplies and a computer program.

Motion by Martin/Bloomfield to recommend approval of an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2019 Combined Annual Appropriation and Budget Ordinance (CAC).

Motion Carried.

Ms. Evans presented her monthly statistical reports to the Committee. Chairman Gordon asked if there were any questions, hearing none, he thanked her.

Chairman Gordon indicated Mr. Jon Sandage, McLean County Sheriff was not present but his monthly reports were in the packet. Chairman Gordon asked if there were any comments or questions; hearing none, he moved to the next agenda item.

Ms. Kathy Yoder, McLean County Coroner present her monthly reports. Ms. Schafer stated there was a good report on WGLT on Coroner and first responders. Chairman Gordon asked if the Committee had any questions, hearing none, he moved to the next agenda item.

Chairman Gordon indicated that Mr. Don Knapp, State’s Attorney, was not present but Ms. Jessica Woods would take any questions. He then presented for action a request to approve a Violent Crime Victims Assistance Program Grant Agreement between McLean County and the State of Illinois Office of Attorney General for the State’s Attorney Office. Ms. Woods indicated this is a reoccurring grant received for several years that funds a position in the victim witness division.

Motion by Robustelli/Martin to recommend approval of a Violent Crime Victims Assistance Program Grant Agreement between McLean County and the State of Illinois Office of Attorney General for the State’s Attorney Office.

Motion Carried.

Chairman Gordon indicated Mr. Knapp’s reports were in the packet and that an additional deferred prosecution monthly report was also distributed to the Committee. Ms. Schafer asked if this program started January 1st. Ms. Woods indicated it has been a working program for many years but was brought in-house about four years ago. She indicated that Mr. Mark Kotte retired and Amy Wick has been heading up the program since the first of the year.

Mr. Mike Donovan, Director of Court Services presented his monthly reports. Chairman Gordon asked if the Committee had any questions for Mr. Donovan; hearing none, he thanked him.

Mr. Don Everhart, Circuit Clerk present his reports were in the packet. Chairman Gordon asked if there were any questions, hearing none he moved to the next item on the agenda.

Ms. Carla Barnes, Public Defender presented for action a request to approve a contract between McLean County and Michael Doubet to serve as a special public defender. Ms. Barnes indicated there is nothing unusual about the contract. She stated that previous attorney now worked for State Farm.

Motion by Schafer/Soeldner to recommend approval of a contract between McLean County and Michael Doubet to serve as a special public defender. 

Motion Carried.

Ms. Barnes, presented for action a request to approve a contract between McLean County and Stephanie Wisner to serve as a special public defender. Ms. Barnes confirmed nothing unusual.

Motion by Bloomfield/Martin to recommend approval of a contract between McLean County and Stephanie Wisner to serve as a special public defender.

Motion Carried.

Ms. Barnes provided her case load report. Ms. Barnes indicated the deferred prosecution program is working well. She stated Mr. Knapp had expanded it and Amy Wick works with individuals to adjust requirements such as getting a GED instead of completing community service. Chairman Gordon asked if there were any questions; hearing none, he thanked her.

Ms. Rodriguez presented information regarding positions filled under the purview of the Justice Committee. Chairman Gordon asked if there were any questions; hearing none, he moved to payment of the bills.

Chairman Gordon presented the Justice Committee with two transfers from the Sheriff’s Department and Children’s Advocacy Center for approval.

Motion by Robustelli/Martin to approve the transfers from the Sheriff’s department and Children’s Advocacy Center.

Motion Carried.

Chairman Gordon presented bills for review and approval as transmitted by the County Auditor with a prepaid total of $. 505,117.82

Motion by Robustelli/Soeldner to approve the Justice Committee bills as transmitted by the County Auditor with a prepaid total of $505,117.82 

Motion Carried.

Chairman Gordon asked if there was any other business or communication for the Justice Committee; hearing none, he adjourned at 5:02 p.m.
