Town of Chatsworth Board of Trustee met Dec. 13.

Tuesday December 13, 2022: Regular Board of Trustee Meeting, 7:00 PM
Official proceedings of the Board of Trustee’s, Town of Chatsworth, held in the Town council room at 7:00PM
Roll call showed the following present: Trustees Price, Bell, Schroen, Cavanagh, and Harn. Trustee Nelson remoted in arrived in person at 7:33 PM. Also, present: President Runyon, Clerk Meyer, Chief Cavanagh, Superintendent Harn and Mogged, and Attorney Coleman. Absent was Officer Dean, Treasurer Dassow, and Heather Tatro.
A motion by Trustee Cavanagh and seconded by Trustee Bell to approve the agenda. Board of Trustee vote: 6 Yeas
A motion by Trustee Bell and seconded by Trustee Harn to approve the minutes from the previous regular board meeting.
Board of Trustee vote: 6 Yeas
Chief Cavanagh reported Officer Dean passed his power test and is scheduled to start the academy January 4th. He also reported working on several ordinance violations with Officer Dean.
Attorney Coleman reported updating the rental ordinance as the board of Trustees requested. Also reported working with the police department to resolve ordinance violations.
New Business
A motion by Trustee Price and seconded by Trustee Cavanagh to approve a 4% cost of living raise to the full-time employees starting the beginning of January. Board of Trustee vote: 6 Yeas
A motion by Trustee Price and seconded by Trustee Bell to renew the solid waste contract with Central Illinois Disposal for 2023 in the amount of $6645 per month. Board of Trustee vote: 6 Yeas
A motion by Trustee Price and seconded by Trustee Harn was made to discuss the purchase of a 2023 F-250 which was denied by a roll call vote as follows: Board of Trustee roll call vote: Trustee Price-Yea, Trustee Nelson-Nae, Trustee SchroenNae, Trustee Cavanagh-Nae, Trustee Harn-Yea, and Trustee Bell-Nae.
A motion by Trustee Nelson and seconded by Trustee Cavanagh to purchase a new entrance mat for Town Hall not to exceed $600. Board of Trustee vote: 6 Yeas
Rental Ordinance was postponed with no meeting date at this time.
A motion by Trustee Nelson and seconded by Trustee Cavanagh to approve Water Ordinance No. 2022-12-13.
Board of Trustee vote: 6 Yeas
A motion by Trustee Cavanagh and seconded by Trustee Price to hire Forrest Edge for tree removal on east Spruce in the amount of $1,350 and to hire Greg Hornstein for tree removal on West Locust and South of Caps property line in the amount of $8700. Board of Trustee vote: 6 Yeas
A motion by Trustee Price and seconded by Trustee Nelson to approve Amended Golf Cart Ordinance No. 433.
Board of Trustee vote: 6 Yeas
President Runyon questioned the priorities/agenda of the Trustees and made them aware that they represent the people of Chatsworth and the future of our Town. Also reported the lighted Christmas parade is Thursday and hopes everybody can come out and enjoy.
Trustee Harn reported that TSC doesn’t want the top kick. The Board of Trustees were in agreement to scrap it.
Trustee Nelson stated this will be the last time his integrity will be questioned. He stated he’s always put the best interest of the citizens first.
Trustee Price questioned the real intentions of the downtown streetscape project; stated he’s heard rumors that differ with the previous board approval.
Treasurer Dassow left a report for the board of Trustees.
Superintendent Harn reported 600Rd will be graveled with MFT funds (budget). He also reported this being the last week needed for parttime help, Nick Kubiak.
Public Input:
Galen Schafer stated he is resigning from EMA director and returned his badge to President Runyon. Everybody thanked him for his service.
A motion by Trustee Bell and seconded by Trustee Harn to pay the bills. Board of Trustee vote: 6 Yeas
A motion by Trustee Harn and seconded by Trustee Price to adjourn the meeting at 8:42PM.
