City of Pontiac City Council met Sept. 5.

Here are the minutes provided by the council:

The regular meeting of the Pontiac City Council was held on September 5, 2023. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Eckhoff, Lee, Causer, Cranford and Howard. Absent: Kallas, Bradshaw and Wille.

MEETING OF THE PONTIAC CIVIC CENTER AUTHORITY

Mayor Alvey asked that the record show the same Aldermen present for this meeting as are present for the regular Council meeting: Barr, Giovanini, Eckhoff, Lee, Causer, Cranford and Howard.

Mayor Alvey asked if there was any business to come before the Civic Center Board this evening. Hearing none, he declared the meeting closed.

PROCLAMATION

Mayor Alvey read a proclamation stating September 17-23, will be to the

commemoration of Constitution Week. Alderman Barr also supporting the proclamation, and mentioned his family ancestors coming to America and the meaning of the Constitution.

CONSENT AGENDA

Mayor Alvey stated that there were three items on the consent agenda. He asked if any needed to be removed for later discussion. Hearing none, motion made by Eckhoff, second by Howard that the items on the consent agenda be approved as presented.

A. Motion by Eckhoff, second by Howard to approve the minutes of the August 21, 2023 City Council meeting. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Cranford and Howard.

B. Motion by Eckhoff, second by Howard to approve payment of bills totaling $356,299.07 from all funds. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Cranford and Howard.

C. Motion by Eckhoff, second by Howard to approve referral to the Planning & Zoning Board and application for a Special Use permit filed by Bernard Miller for Self- Storage Unites in a B-3 District. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Cranford and Howard.

REGULAR AGENDA

A. Infrastructure Committee Report

The minutes of the Infrastructure Committee which met on August 30, 2023 were read. Details on the Facade Grant application by Rebecca Stilwell. The property is located at 101 N. Mill St. Costs were explained to the Committee. The estimated costs for the Facade Grant for masonry work and carpentry work in the amount of $ 121,507.00. Maximum amount for a Facade Grant, City's share is $50,000.00.

B. Approval - Facade Grant to 101 Mill St.

Motion by Barr, second by Causer to approve the Facade Grant in the amount of $50,000.00 for the property at 101 N. Mill Street. TIF Funds will be used. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Cranford and Howard.

C. Ordinance 2023-O-020 - Corporate Hanger Land Lease - City of Pontiac Municipal Airport Property

Motion by Giovanini, second by Barr to approve Ordinance 2023-0-020, an Ordinance approving the land lease of approximately 5.25 acres to Pontiac Flying Service, LLC, as written. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Cranford and Howard.

D. Ordinance 2023-0-021 - Property Owner Agreement - Heritage Corridor

Motion by Eckhoff, second by Causer to approve Ordinance 2023-0-021, an Ordinance authorizing the property owner, William Bertram, an agreement with the City for the installation and placement of a mural in downtown Pontiac and removing the owner from any damages. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Cranford and Howard.

E. Pontiac Surplus Property Disposition

Motion by Eckhoff, second by Lee to declare the list provided by the Police Department as surplus property and authorize the Chief to determine what needs to be destroyed (no value) and sell anything of value on GOVDeals. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Cranford and Howard

Mayor Comments

Mayor Alvey commented on the good attendance at the Threshermans Rennin and the parade.

Administrator Comments

Jim Woolford thanked all City staff for their work the Labor Day weekend.

Council Comments

Alderwoman Howard brought to the Councils attention that she has received calls regarding the set up of the Council Chambers and how it shows on the streaming of the Council meeting. She would like the problem to be brought to a Committee for discussion and come up with a solution.

Alderman Causer mentioned Dave Brown's passing and the work he did with the City.

Public Comments

None

Executive Session

Motion by Eckhoff, second by Cranford to adjourn to Executive Session for the purpose of discussing Property Acquisition and Personnel matters as authorized under Section 2(c)2 of the Illinois Open Meetings Act. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Cranford and Howard
