Village of Heyworth Board of Trustees met Sept. 5.

Here are the minutes provided by the board:

Location of Meeting: Village Hall-108 S. Buchanan St., Heyworth, IL 61745

Meeting Called To Order by Clerk Shoemaker at 6:30pm.

Roll Call: A Quorum of the Village Board was present during the following roll call of Trustees taken by the Village Clerk:

REPORT FROM THE MAYOR:

Mayor Zalucha was absent. The board made a motion by Trustee Mowery, seconded by Trustee Girdler to approve Trustee Lauterberg as the temporary chairman for the mayor. All Aye. [Motion Carried]

REPORT FROM CLERK - STACY SHOEMAKER:

Clerk Shoemaker reminded the board and public the packets for the election are available for pick up.

REPORT FROM OFFICE MANAGER-STACY SHOEMAKER:

Stacy Shoemaker reported the staff presented Full Gospel $200.00 for their help with the circus. We also bought the bank employees lunch for their help with Hey Days and the circus. We bought lunch for the library employees for selling tickets for the circus.

We have submitted our renewal application for our liability insurance.

REPORT FROM INTERIM CHIEF JONES:

Chief Jones submitted the August report.

Reported we have licensed 82 golf carts for the year.

Reported Niko has been approved so he will be starting soon.

REPORT FROM CODE COMPLIANCE-DAVE SHAFER:

David Shafer reported all structures at Prairie View have had final inspection and occupancy certificates can be issued once public improvements are accepted. There is no schedule for the park improvements yet. The developer has submitted the items required for dedication and acceptance of the public improvements Reported working on the online permitting setup with Cloudpermit.

Reported year to date we have issued 103 permits.

REPORT FROM PUBLIC WORKS -DAVID SHAFER:

David Shafer reported:

Water:

Reported still waiting on new check valves to be delivered to start the repair on the water plant pump station. Reported Layne completed the cleaning and inspection Well #3.

Sewer:

Reported staff is continuing to treat the sludge in Lagoon #3.

Parks:

Volunteer Park:

Reported the boiler is in the process of being replaced at Volunteer Park restroom building. Centennial Park:

Reported the picnic table at Centennial Park has some minor vandalism.

Reported the older security cameras have been replaced.

Reported the OSLAD Grant Improvements are nearly complete.

Reported Ameren provided a cost of $4,850 for a streetlight at the west park entrance. A free standing light fixture on a 25” pole with similar characteristics to a street light would cost about $6,000.

Hilton Park:

No update.

Cobble Creek Park:

Reported installation is planned for this year once Centennial Park Improvements and Thomas Drive cleanup work is finished.

MFT:

Reported we had a sinkhole appear at the SE corner of Newton and Joselyn. The sink hole was caused by poor pipe backfill causing the pipe to shift and crack at the bell. A temporary repair was completed. Equipment & Staffing:

Reported there are no updates on the F-250 replacement.

REPORT FROM ENGINEER-DAVID SHAFER:

Davis Shafer reported having a coordination meeting with IDOT and FHWA a few weeks ago to discuss the Centennial Park Share Use Path. There are several decisions that will need to be discussed and approved by the board.

REPORT FROM TREASURER & BUDGET OFFICER-AMBER MILLS:

Amber Mills had no report. Wanted to let the board know we received part of the Rebuild America Grant.

REPORT FROM ADMINISTRATOR-GEOFF DODDS:

Geoff Dodds reported we received notice from McLean County Assessor’s office that the equalization factor for property within the Village of Heyworth is 1.0946 or a 9.46% increase from last year’s assessments. Reported meeting with CMT and IDOT to discuss the ITEP project.

Reported receiving the notice of state award for the Rebuild Illinois Grant this week.

Reported that we were not awarded the Safe Routes to School Grant. The administration is recommending applying for a different project moving forward.

Reported receiving $39,000 grant from the Illinois Law Enforcement Training and Standards Board. Discussed the FY24 Fall Camera Grant.

Discussed the resolution on the agenda for tonight to accept the public improvements for Prairie View of Heyworth. Reported on the circus.

We will need to discuss officials pay, budgeting software and Special Event Permit for Homecoming Parade. Geoff Dodds reviewed the action items on the agenda for tonight.

Reported on the items that will be on the next regularly scheduled board meeting agenda.

REPORT FROM ATTORNEY-GEOFF DODDS:

Geoff Dodds reported on the acceptance of Prairie View at Heyworth for the public improvements.

PUBLIC COMMENT:

Ryan Gibson lives on Hilton Drive. Would like to see a stop sign on Hiton Dr. or would like to see speed humps. The traffic flies down Hilton and he has kids.

Nathan Joseph reported to the board that Darrin LaHood will be at Prairie View on October 1st at 1pm.

ED&P-TRUSTEE SHEPPARD:

No report.

STREETS & PUBLIC INFRASTRUCTURE-TRUSTEE LAUTERBERG:

No report.

PARKS & INFRASTUCTURE-TRUSTEE MOWERY:

No report. Trustee Bertrand said the disc golf course is great.

OLD BUSINESS: None.

2024-53 (Girdler, Mowery) Ordinance amending the Recreation Facilities Ordinance, Title 8 Chapter 5 (8-5-1 ET SEQ.) of the Heyworth Village Codes. 6-yes. 0-no. [Motion Carried]

2024-41 (Mowery, Sheppard) Resolution accepting the dedication of public improvements for the “Prairie View at Heyworth” Subdivision in and by the Village of Heyworth. 6-yes. 0-no. [Motion Carried] 2024-42 (Girdler, Sheppard) Resolution approving a proposal from Digital Ally for additional body camera storage to comply with grant requirements. 6-yes. 0-no. [Motion Carried]

2024-43 (Bertrand, Mowery) Resolution approving a contract with Lexis Nexis for legal research access for the Village of Heyworth. 6-yes. 0-no. [Motion Carried]

Motion (Strunk, Mowery) to enter executive session at 7:14 p.m. for land acquisition/land purchase. 6-yes. 0-no. [Motion Carried]

Entered back into regular session at 7:16pm.

New Business:

Goeff Dodds discussed the current salaries for the officials. The board is ok with it staying the same as it is. Discussed upfitting for police uniforms. The board ok with the changes.

Discussed the budgeting software and the cost.

Set schedule of meetings: Village Board Meeting September 17th at 6:30pm.
