McLean County Board met Dec. 12.

Here are the minutes provided by the board:

Chair Elizabeth Johnston called the meeting to order at 5:30 P.M. on Thursday December 12, 2024. Lyndsay Bloomfield led the invocation, and the Pledge of Allegiance followed.

Roll Call was then taken with all members being present.

Members present: Krystal Able, Corey Beirne, Beverly Bell, Lyndsay Bloomfield, Mark Clauss, Lea Cline, Alex Duffy, Sean Fagan, Buck Farley, William John Friedrich, Eric Hanson, Val Laymon, Brian Loeffler, Mike O’Neil, Adam Reeves, Jim Rogal, Natalie Roseman-Mendoza, Geoff Tompkins, and Chair Elizabeth Johnston.

There were 2 members from the public who spoke – Randal Irvin and Mike Riggs.

Chair Johnston continued with the consent agenda and mentioned standard procedure is the Chair does not vote in the meetings unless there is a tie. Member Hanson motioned for the consent agenda to be approved, and Member Duffy seconded. The consent agenda passed unanimously.

7. Standing Committees

A. EXECUTIVE COMMITTEE – Chairman Jim Rogal had three items to present.

7A1a) Request approval of an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2024 Combined Annual Appropriation and Budget Ordinance for Fund 0163. (Requires 2/3 County Board approval pursuant to 55ILCS 5/6-1003). Chairman Rogal moved, and Member Beirne seconded. Motion passed unanimously.

7A1b) Request approval of an Ordinance by the McLean County Board Amending Chapter 165 – Animals in the McLean County Code. Chairman Rogal moved, and Member Fagan seconded. Motion passed unanimously.

7A1c) Request approval of an Ordinance Amending Chapter 108 regarding Travel Policy. Chairman Rogal moved, and Member Farley seconded. Motion passed unanimously.

B. FINANCE COMMITTEE – Chairman Val Laymon had two items to present.

7B1a) Request approval of an Ordinance of the McLean County Board amending Chapter 50, Finances, of the McLean County Code. Chairman Laymon moved, and Member Roseman-Mendoza seconded. Motion passed unanimously.

7B1b) Request approval of an Ordinance by the McLean County Board Amending Chapter 116, Purchasing and Contracting – Project Labor Agreements, of the McLean County Code. Chairman Laymon moved, and Member Fagan seconded. Motion passed unanimously. Chairman Laymon moved, and Member Hanson seconded. Motion passed unanimously.

7B1c) Request approval of a Contract Amendment to Extend the Terms of Two Intergovernmental Agreements with McLean County for Animal Control Removal and Shelter Services, through March 31, 2025.

C. HEALTH COMMITTEE – Chairman Corey Beirne had no items to present.

D. JUSTICE COMMITTEE – Chairman Jim Rogal had six items to present.

7D1a) Request approval of an Intergovernmental Agreement between the County of McLean and the Town of Normal for booking services. Chairman Rogal moved, and Member Hanson seconded. Motion passed unanimously.

7D1b) Request approval of an Intergovernmental Agreement between the County of McLean and the City of Bloomington for booking services. Chairman Rogal moved, and Member Roseman-Mendoza seconded. Motion passed unanimously.

7D1c) Request approval of an Intergovernmental Agreement between the County of McLean and the ISU for booking services. Chairman Rogal moved, and Member Fagan seconded. Motion passed unanimously.

7D1d) Request approval of an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2025 Combined Annual Appropriation and Budget Ordinance for Fund 0129. (Requires 2/3 County Board approval pursuant to 55ILCS 5/6-1003). Chairman Rogal moved, and Member Hanson seconded. Motion passed unanimously.

7D1e) Request approval of an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2024 Combined Annual Appropriation and Budget Ordinance (Circuit Court) (Requires 2/3 County Board approval pursuant to 55ILCS 5/6-1003). Chairman Rogal moved, and Member Farley seconded. Motion passed unanimously.

7D1f) Request approval of an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2025 Combined Annual Appropriation and Budget Ordinance (Circuit Court) (Requires 2/3 County Board approval pursuant to 55ILCS 5/6-1003). Member Rogal moved, and Member Cline seconded. Moton passed unanimously.

E. PROPERTY COMMITTEE – Chairman Krystle Able had one item to present.

7E1a) Request approval of an Ordinance Amending Chapter 205 Fees, Article XI Miscellaneous Code Fees, Section 205-37 Parks in the McLean County Code. Chairman Able moved, and Member Duffy seconded. Motion passed unanimously.

F. LAND USE AND DEVELOPMENT COMMITTEE – Chairman Lea Cline had no items to present.

G. TRANSPORTATION COMMITTEE – Chairman Lea Cline had two items to present.

7G1a) Route 66 Bike Trail – Section 23-00001-06-BT, Village of McLean to Funk’s Grove:

i. Request Approval of Local Public Agency Joint Funding Agreement of Federally Funded Construction.

ii. Request Approval of Appropriation Resolution for Local Match.

iii. Request Approval of Intergovernmental Agreement between IDOT and McLean County. Chairman Cline moved, and Member Laymon seconded.

7G1b) Request approval of McLean County Title VI Plan. Chairman Cline moved, and Member Farley seconded. Motion passed unanimously.

H. COUNTY ADMINISTRATOR – Cassy Taylor had no items to present but wanted to remind the board to RSVP to the event for the animal control shelter next week if they plan to attend.

Other Business and Communication –

Chair Johnston informed the board there is a vacancy for District 1 as she received Member Catherine Metsker’s immediate resignation on December 4, 2024 leaving a vacancy needing to be filled for District 1. Chair Johnston will have Julie Morlock send out reminders of when meetings will be held as well as the upcoming orientations on Friday, December 20, 2024 and Monday, December 23, 2024. Chair Johnston noted there was no further business or communication and adjourned the meeting.
