McLean County Board met Jan. 16.

Here are the minutes provided by the board:

The McLean County Board met on Thursday, January 16, 2025 at 5:30 P.M. in Room 400 of the Government Center, 115 East Washington St. Bloomington, IL. The meeting was called to order by Chair Elizabeth Johnston. Chair Johnston led the Invocation followed by the Pledge of Allegiance.

The Call of Roll followed, with 18 members present and 1 absent.

Members Present: Corey Beirne, Beverly Bell, Lyndsay Bloomfield, Lea Cline, Alex Duffy, Sean Fagan, Buck Farley, William John Friedrich, Eric Hanson, Val Laymon, Brian Loeffler, Mike O’Neil, Adam Reeves, Jim Rogal, Natalie Roseman-Mendoza, Geoff Tompkins, Krystal Able and Chair Elizabeth Johnston.

Member Mark Clauss was absent.

One appearance by a member of the public (see video/audio - County Board 1/16/25).

Commendations were presented for the EMA Volunteers and Service dogs as well as recognition for Muslim-American Month. Chair Johnston presented an award to the EMA Volunteers and Chair Able presented an award to the members present for the Muslim-American community of McLean County.

Andy Ziebarth was sworn in to represent McLean County District #1. District #1 was formerly held by Chair Catherine Metsker. Member Duffy motioned and Member Farley seconded. Motion passed unanimously.

Member Cline motioned for the Consent Agenda to be approved, and Member Duffy seconded. The Consent Agenda passed unanimously.

7. Standing Committees:

A. EXECUTIVE COMMITTEE – Chair Jim Rogal had 5 items to present.

1. Items to be presented for action:

a) Request approval of Chair’s Recommendation on Appointment to County Board District #1. Member Duffy moved; and Member Farley seconded. Motion passed unanimously.

b) Request approval of Resolution Approving Chair’s Appointments to the Standing Committees, Sub-Committees and the Liquor Control Commission of the McLean County Board (To Be Distributed). Member Fagan moved; and Member Farley seconded. Motion passed unanimously.

c) Request approval of an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2025 Combined Annual Appropriation and Budget Ordinance for fund 0001, Information Technologies. Chair Rogal moved; and Member Fagan seconded. Motion passed unanimously.

d) Request approval of an Intergovernmental Agreement between McLean County and Mt. Hope Funks Grove Fire Protection District for Allocation of Funds via the Illinois Opioid Allocation Agreement. Chair Rogal moved; and Member Laymon seconded. Motion passed unanimously.

e) Request approval of an Emergency Appropriation Ordinance Amending the McLean County Fiscal Year 2025 Combined Annual Appropriation and Budget Ordinance for Fund 0113. Chair Rogal moved; and Member Bell seconded. Motion passed unanimously.

Chair asked to combine all 3 into 1. There were no objections. Chair Beirne moved; and Member Hanson seconded. Motion passed unanimously.

c) Request approval of an Administrative Office of the Illinois Courts DOJ BJA Community Supervision Strategies Swift Certain Fair Grant Program Subrecipient Grant Agreement. Chair Rogal moved; Member Farley seconded. Motion passed unanimously.

d) Request approval of a CASA VOCA continuation grant for fiscal year 2025. Chair Rogal moved, Member Able seconded. Motion passed unanimously.
