City of Pontiac City Council met April 7.
Here are the minutes provided by the council:
The regular meeting of the Pontiac City Council was held on April 7, 2025. Mayor Alvey called to order the meeting of the City Council at 7:00 P.M.
The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Eckhoff, Causer, Lee, Howard and Wille.
Absent: Kallas, Cranford and Bradshaw
MEETING OF THE PONTIAC CIVIC CENTER AUTHORITY
Mayor Alvey asked that the record show the same Aldermen present for this meeting as are present for the regular Council meeting: Giovanini, Barr, Eckhoff, Causer, Lee, Howard and Wille.
Mayor Alvey asked if there was any business to come before the Civic Center Board this evening. Hearing none, he declared the meeting closed.
PRESENTATION
Erin Fogarty and Chrystal Little from the Livingston County Health Department presented to Council the work and programs that they offer.
CONSENT AGENDA
Mayor Alvey stated that there were (4) items on the consent agenda. He asked if any needed to be removed for later discussion. Hearing none, motion made by Barr and second by Giovanini that the items on the consent agenda be approved as presented.
A. Motion by Barr, second by Giovanini to approve the minutes of the March 17, 2025 City Council meeting. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Howard and Wille.
B. Motion by Barr, second by Giovanini to approve the minutes of the March 25, 2025 Special City Council meeting. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Howard and Wille
C. Motion by Barr, second by Giovanini to approve payment of bills totaling $536,112.73 from all funds. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Howard and Wille
D. Motion by Barr, second by Giovanini to approve the Application for a Raffle License - St. Mary's School PTO. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Howard and Wille
REGULAR AGENDA
A. Street Closures - Community Enrichment
Misty Bell from Community Enrichment presented to Council the list of requested street closures for May 3rd and May 4th, May 17th and May 18th, June 21st, June 23rd, and September 21st. Also, the Farmer's Market will be held in the Block 59 area this year due to the construction at the Livingston County Courthouse, Motion by Causer, second by Lee to approve the street closures for the upcoming Summer events as requested. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Howard and Wille
B. Approval - Farnsworth Amendment to Substation Agreement
Motion by Wille, second by Lee to approve the Amendment to the Fire Department Substation Project with the Farnsworth Group, adding Construction Administration Services at an estimated cost of $20,000.00 - $30,000.00. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Howard and Wille
C. Approval - Airport Consultant CMT
Motion by Howard, second by Causer to approve Crawford, Murphy & Tilly, Inc as the City's Airport Consultant for Architecture and Engineering for the Runway Rehab Project. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Howard and Wille
D. Ordinance 2025-O-008 - Airport Retainer Agreement
Motion by Causer, second by Giovanini to approve Ordinance 2025-O-008, an Ordinance approving the Agreement between the City and Crawford, Murphy & Tilly, Inc for Engineering services at the City's Airport Rehab project, as written. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Howard and Wille
E. Housing Study Special Committee Report
The Housing Study Special Committee met on April 1, 2025 and heard a presentation by the attorney for Livingston County Housing Authority on low income housing and tax credits, etc. The neighborhood assessment should be complete by April 15th.
F. Approval- Vehicle Purchase - WWTP
Motion by Causer, second by Lee to approve the purchase of a 2024 F250 XL Ford Truck from Heller Ford at a cost of $55,447.70 for the Wastewater Treatment Plant. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Howard and Wille
G. Approval - Vehicle Purchase - Streets
Motion by Eckhoff, second by Causer to approve the purchase of a dump truck from D'Arcy Chevrolet in Morris at a cost of $73,866.70. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Howard and Wille
H. Approval - Declaration of Surplus Property and Disposition
Motion by Howard, second by Lee to approve the disposition of City's surplus property vehicles using GovDeals or scrap if no offers. On a roll call vote motion carried 7-0. Aye votes recorded: Barr, Giovanini, Eckhoff, Lee, Causer, Howard and Wille
Mayor Comments
Mayor Alvey gave an update on Alderman Bill Kallas. Starting April 7th is National Library Week and "Swing into the Season" is at the Oaks at Rivers Edge Golf Course will be April 12th from 11:00 to 2:00 P.M.
City Administrator
Jim Woolford schedules an Infrastructure and Finance Committee meeting on April 15th at 5:30 P.M.

Motion by Wille, second by Giovanini to adjourn to Executive Session for the purpose of discussing personnel matters as authorized under Section 2(c)2 of the Illinois Open Meetings Act.
