Town of Normal Town Council met April 7.

Here are the minutes provided by the council:

1. CALL TO ORDER:

Mayor Koos called the Regular Meeting of the Normal Town Council to Order at 7:00 p.m., Monday, April 7, 2025.

2. ROLL CALL:

The Clerk called the roll with the following persons

PRESENT: Mayor Chris Koos and Councilmembers Kevin McCarthy, Scott Preston, Kathleen Lorenz, Chemberly Harris, Andy Byars, and Karyn Smith, also present were City Manager Pamela Reece, Assistant City Manager Brian Day, Corporation Counsel Jason Querciagrossa, and Town Clerk Angie Huonker.

ABSENT: None.

3. PLEDGE OF ALLEGIANCE:

Mayor Koos led the Pledge of Allegiance to the Flag.

4. PUBLIC COMMENT:

There was no Public Comment.

5. OMNIBUS VOTE AGENDA:

Mayor Koos observed a moment of silence and expressed condolences to the family of Normal Fire Department Firefighter Ethan Jeffreys, who passed away this morning at the age of 23 after a long battle with cancer.

Mayor Koos read aloud the items to be considered by the Omnibus Vote Agenda.

A. APPROVAL OF THE MINUTES OF THE REGULAR COUNCIL MEETING OF MARCH 17, 2025

B. REPORT TO RECEIVE AND FILE TOWN OF NORMAL EXPENDITURES FOR PAYMENT AS OF APRIL 2, 2025

C. RESOLUTION WAIVING THE FORMAL BID PROCESS AND ACCEPTING THE PROPOSAL FOR CONTINUING SECURITY SERVICES WITH SECURITAS: Resolution No. 6366

D. ORDINANCE CONDITIONALLY VACATING EASEMENTS ON LOTS 177- 179 OF THE FOURTH ADDITION TO BLACKSTONE TRAILS SUBDIVISION (2507, 2511, AND 2515 MARBLE ROAD): Ordinance No. 6020

E. RESOLUTION CONDITIONALLY APPROVING THE RESUBDIVISION OF LOTS 177-179 OF THE FOURTH ADDITION TO BLACKSTONE TRAILS BY EXPEDITED PROCESS (2507, 2511, AND 2515 MARBLE ROAD): Resolution No. 6367

F. ORDINANCE RESERVING PRIVATE ACTIVITY BOND VOLUME CAP: Ordinance No. 6021

G. MOTION TO AMEND THE MINUTES OF THE DECEMBER 4, 2023, TOWN COUNCIL MEETING TO CORRECT THE RECORDED VOTE ON THE ORDINANCE AUTHORIZING THE 2023 PROPERTY TAX LEVY BY CHANGING THE VOTE TALLY FROM SEVEN AYE AND ZERO NAYS TO FIVE AYES AND TWO NAYS, WITH COUNCILMEMBERS PRESTON AND LORENZ HAVING VOTED NAY

MOTION:

Councilmember McCarthy moved, seconded by Councilmember Preston, the Council Approval of the Omnibus Vote Agenda.

AYES: Lorenz, Harris, Byars, Smith, Preston, McCarthy, Koos.

NAYS: None.

Motion declared carried.

Items A, B, C, D, E, F, and G were approved by Omnibus Vote.

6. ITEMS REMOVED FROM OMNIBUS VOTE AGENDA:

There were no items removed from the Omnibus Vote.

GENERAL ORDERS:

There were no General Orders.

NEW BUSINESS:

7. ORDINANCE TO AMEND CONNECT TRANSIT’S ENACTING ORDINANCE TO EXPAND THE TRANSIT SYSTEM’S SERVICE AREA: Ordinance No. 6022

MOTION:

Councilmember Preston moved, seconded by Councilmember Smith, the Council Approval of an Ordinance to Amend Connect Transit’s Enacting Ordinance to Expand the Transit System’s Service Area.

AYES: Harris, Byars, Smith, Preston, McCarthy, Lorenz, Koos.

NAYS: None.

Motion declared carried.

Reece introduced the item and explained that this action involves amending the Intergovernmental Agreement with the City of Bloomington to provide the Connect Transit Board with the option to expand beyond the Town's corporate boundaries, should they choose to do so.

Smith expressed support for the potential expansion of Connect Transit routes.

PUBLIC COMMENTS:

Ron Ulmer, a resident of Normal, shared his concerns about the lack of a pedestrian and vehicle underpass in Uptown, the absence of designated pick-up and drop-off areas for Amtrak passengers, and issues with street lighting on Towanda Avenue

12. CONCERNS:

There were no Concerns.

13. ADJOURNMENT

There being no further business to come before the Council, Mayor Koos called for a Motion to Adjourn the Regular Meeting of the Normal Town Council.

MOTION:

Councilmember McCarthy moved, seconded by Councilmember Smith, the Council Accept a Motion to Adjourn the Regular Meeting of the Normal Town Council.

AYES: Byars, Smith, Preston, McCarthy, Lorenz, Harris, Koos.

NAYS: None.

Motion declared carried.

Mayor Koos adjourned the Regular Meeting of the Normal Town Council at 7:10 p.m., Monday, April 7, 2025.
