City of Pontiac Committee of the Whole met May 28.

Here are the minutes provided by the committee:

The Committee of the Whole meeting of the Pontiac City Council was held on May 28, 2025 at City Hall.

Mayor Eckhoff called to order the meeting at 6:00 P.M.

The City Clerk was directed to call roll, and the following members of the Council were present: Barr, Giovanini, Causer, Lee, Cranford, Bradshaw, Howard and Wille.

A. License Agreement for water line

Mr. Joe Richardson is requesting to install a water line on his property. To do that, he would have to run a water line through city property. He is requesting an easement with the city so he will be able to get water to his property.

Motion was made Barr, seconded by Lee to send the license agreement to the next city council meeting. On a roll call vote motion carried 6 Aye, 2 Nay, Aye votes recorded. Barr, Giovanini, Lee, Bradshaw, and Cranford. Nay votes recorded. Causer, Howard and Wille.

B. Facade Grant - Miller #2

City Administrator Woolford presented that Nate Miller is requesting to put in new windows with the Downtown Pontiac Facade Improvement Grant. He produced quotes and would like the vote sent to city council. Discussion was held.

Motion was made by Causer, seconded by Lee to send the grant application to the next city council meeting. On a roll call vote motion carried 8-0. Aye votes recorded. Barr, Giovanini, Lee, Bradshaw, Cranford, Bradshaw, Howard and Wille.

Discussion on Centennial plaza, block 59 and Madison street was held regarding the upgrades on all of those projects.

It was decided that regarding Centennial Plaza, we are waiting to hear back on the outstanding bids. There was conversation on cost cutting measures and alternative options for the plaza. It was also decided that regarding Block 59 and making the ice skating rink permanent, that design plans were to be submitted by July 15th, 2025. It was lastly decided that regarding Madison Street, discussion was held on parking, and what that would look like in the future, and the future plans for the street. It was also decided that new designs were to be submitted when available for discussion.
