The Town of Normal has announced the opening of a public comment period and a public hearing regarding its Community Development Block Grant (CDBG) program’s Consolidated Annual Performance and Evaluation Report (CAPER) for the 2024-2025 program year.
As part of its obligations as an Entitlement Community, Normal receives annual grants from the US Department of Housing and Urban Development. The CAPER serves as a required year-end report that details how CDBG funds were used over the past year. Jennifer Toney, community development specialist for the Town of Normal, said, “The CAPER summarizes projects funded with CDBG dollars during the program year and assesses progress toward meeting the goals identified in the five-Year Consolidated Plan.”
The current CAPER covers expenditures and activities from April 1, 2024, to March 31, 2025. This period marks the conclusion of the Town’s 2020-2024 Consolidated Plan.
Starting June 13, residents can review the CAPER at several locations: on the Town’s website, at the Town Clerk’s Office, and at Normal Public Library.
A public hearing will be held at 5:30 p.m. on June 26, 2025, at Normal Fire Department Headquarters located at 606 S. Main Street in Normal. The Town encourages participation from all residents, including non-English speakers and individuals with disabilities. Residents who need accommodations are asked to give at least five days’ notice before the hearing by contacting ADA Coordinator Mark Clinch via email or by calling 309-454-9580.
Written comments on the CAPER will be accepted until 5 p.m. on June 27, 2025. Comments can be submitted in person to the Town Clerk’s Office at Uptown Station or mailed to Jennifer Toney at Town Hall.
